About this opportunity

The Commonwealth of Kentucky Finance and Administration Cabinet, Division of Engineering and Contract Administration, is requesting proposals for commissioning authority engineering services for the Kentucky State University Health Sciences Center in Frankfort under RFP-905, with proposals due August 18, 2026, at 1:30 PM ET (extended from August 13 by Addendum No. 2).

The scope encompasses Phase B document review, Phase C collaboration and document review, commissioning specifications for bidding documents, and functional testing of building envelope, plumbing, mechanical, and electrical equipment for a three-story, approximately 59,000 gross-square-foot health sciences facility. The facility will include administrative offices, educational and instructional spaces, nursing and healthcare training areas, nutrition laboratory spaces, and a public health clinic, with specialized building systems including geothermal well field condenser water systems, water-source heat pumps, laboratory exhaust systems, building automation systems, generators, and fire protection systems.

The consultant team must include, at minimum, a mechanical engineer, electrical engineer, certified commissioning agent, and controls technician. The project manager for the commissioning authority must demonstrate a minimum of five years of commissioning experience on comparable projects, and at least one team member should be certified or accredited by the AABC Commissioning Group or Building Commissioning Association.

The project budget for construction phase activities is $49.3 million. The sample commissioning authority contract identifies a total lump-sum fee of $264,575 for all commissioning services. Resident bidder preferences and preferences for qualified bidders as defined in Kentucky law apply. Evaluation criteria use a 100-point numerical rating system: mechanical engineer experience (20 points), electrical engineer experience (20 points), commissioning agent qualifications (15 points), controls technician expertise (10 points), related experience (20 points), work to be performed in Kentucky (5 points), and responsiveness to proposal requirements (10 points).

Short-list meetings are scheduled for August 20, 2026, with virtual interviews on September 1, 2026. Proposals must be submitted electronically through the Vendor Self Service Portal in single-page PDF format with bookmarked sections. Proposing firms must be registered with the Kentucky Secretary of State and in good standing; foreign entities must obtain a certificate of authority to transact business in Kentucky within fourteen days of proposal opening. The firm with the highest evaluation score will be recommended for contract negotiation.
