About this opportunity
The Village of Mexico, New York, administering entity for Lake Ontario RE Holdco, LLC, is requesting proposals for drywall work on the Beck's Hotel Redevelopment Project, a historic 1851 hotel renovation in Mexico, New York, with proposals due August 18, 2026 at Noon and a mandatory pre-bid walk-through on July 28 from 10:00 AM to 12:00 PM.
The procurement carries significant MWBE and SDVOB participation goals: 30% MWBE and 66% SDVOB utilization is required. Proposers must submit certification proof and a utilization plan documenting intent to subcontract to certified firms; MWBE/SDVOB participation will be evaluated as part of the proposal score.
The scope includes supply and installation of drywall on interior walls, ceilings, shaft walls, and chases; installation of fire-rated and sound-rated assemblies separating restaurant and residential spaces; finishing work to Level 4 or Level 5 as required; and coordination with other trades while protecting historic elements. The project involves converting the building into a mixed-use facility with a full-service restaurant and banquet facility on the first floor and six apartment/short-stay suites on the second floor. Pricing shall be submitted as a lump-sum base bid with optional unit pricing for drywall installation per square foot and finishing levels. All work must comply with New York State Building Code, applicable fire and life-safety requirements, and manufacturer installation standards. Proposers must hold New York State drywall licensing and relevant experience on two to three similar rehabilitation or historic projects.
Award will be made to the most qualified, responsive, and reasonable proposer based on relevant experience, project understanding, staffing approach, cost, MWBE/SDVOB participation, schedule, and references. Required insurance includes Workers' Compensation, NYS Disability Insurance, Commercial General Liability of $2 million aggregate, Business Automobile Liability of $1 million combined single limit, and Professional Liability of $1 million. Written questions are due August 5 at Noon. The project is funded through the Restore NY Communities Initiative administered by Empire State Development.
