About this opportunity
The Commonwealth of Kentucky's Division of Engineering and Contract Administration, on behalf of the Department of Corrections, is seeking to procure a Commissioning Authority Engineer through Request for Proposals (RFP-881) for HVAC replacement commissioning services at the Eastern Kentucky Correctional Complex (EKCC) in West Liberty, Kentucky, located in Metcalfe County. This professional engineering services procurement (Commodity Code 925) requires the selected firm to provide comprehensive commissioning authority services including design document review, specification development for bidding documents, and functional testing of building envelopes and mechanical, electrical, and controls systems across approximately 260,000 square feet encompassing five main facilities: an administration building, four housing units, a minimum security facility, a warehouse, and a training center. The project scope involves extensive coordination and testing of numerous VAV systems, multizone units, chillers, boilers, pumps, and associated HVAC equipment. Required qualifications include a minimum of five years' experience on comparable projects, with preference given to team members certified by AABC Commissioning Group (ACG) or Building Commissioning Association (BCA), and the consultant team must include mechanical engineer, electrical engineer, certified commissioning agent, and controls technician disciplines, with all professionals registered in Kentucky as required by law. Proposals are due July 8, 2025, at 1:30 PM ET (note: the original deadline of July 3, 2025, was extended by Addendum No. 1), with a shortlist meeting scheduled for July 15, 2025, and virtual interviews on July 24, 2025. All proposals must be submitted electronically through the Commonwealth's Vendor Self-Service (VSS) portal at vss.ky.gov with required documentation including a cover letter (maximum four pages), firm experience list, proposed project team, MBE participation efforts, workplace and workload information, Federal Standard Form 330 Part II, required affidavits, Kentucky permit and registration forms, and official signature page.
Respondents must be registered with the Kentucky Secretary of State and in good standing, with foreign entities required to provide a certificate of authority within fourteen days of proposal opening. Minority-owned design professional firm (MBE) participation is encouraged, and reciprocal preference for Kentucky resident bidders applies per KRS 45A.494. The Selection Committee will include representatives from Finance and Administration, the Department of Corrections, and the Kentucky Auditor of Public Accounts, with selection following the shortlist with interviews process under KRS 45A.825(8). The project is currently in Phase B of design, and the resulting agreement will follow the Commonwealth's Standard Agreement Template for Architect/Engineer services, which establishes a four-phase service delivery model (Schematic Design, Design Development, Construction Contract Documents, and Construction Administration) with compensation structured as a Total Lump Sum Price and requires Professional Liability insurance of $1 million per claim/$2 million aggregate, General Liability insurance of $1 million per occurrence/$2 million aggregate, and statutory Workers Compensation coverage. While no specific award value is stated in the procurement documents for the commissioning engineer contract itself, the overall project budget is listed as $165,400,000. Inquiries regarding the solicitation should be directed to Amanda Greer at the Division of Engineering and Contract Administration, Finance and Administration Cabinet, at 502-330-8159 or Amanda.Greer@ky.gov.
