About this opportunity
The Commonwealth of Kentucky, through the Division of Engineering and Contract Administration on behalf of the Energy and Environment Cabinet, is procuring professional engineering services for RFP-872 Engineer EEC SODR Big Bone Lake Dam in Boone County. This Request for Proposals seeks qualified engineering firms to design and manage the complete decommissioning of the KY00307 Big Bone Lick State Park Dam, including reservoir drainage, dam breach design and stabilization, permitting, and construction support. The scope of work encompasses data collection and review, in-depth field inspection with stamped engineer report, topographic survey with digital 3D terrain surface modeling, hydrologic and hydraulic analyses, development of comprehensive construction drawings and specifications with cost estimates, detailed project reporting, and full construction phase management including monthly progress meetings, bid support, and construction oversight. Proposals are due January 28, 2025 at 1:30 PM ET, with a shortlist meeting scheduled for February 6, 2025 at 12:00 PM ET and virtual interviews on February 27, 2025 at 9:00 AM, 10:00 AM, and 11:00 AM ET, with a tentative Notice to Proceed of March 31, 2025. Project milestones include data review completion by April 30, 2025, field inspection and survey completion by May 31, 2025, drawings and specifications completion by August 31, 2025, and construction by October 31, 2025. Respondents must be registered with the Kentucky Secretary of State and in good standing, with at least one Civil Engineer holding Kentucky professional registration. The evaluation criteria includes firm experience and capability (45 points), related experience (25 points), work to be performed in Kentucky (10 points), and responsiveness to proposal (20 points), and all proposals must be submitted electronically through the Vendor Self Service Portal in single-page PDF format bookmarked by section, with a minimum of three professional references from similar projects required.
The RFP encourages good faith efforts to include minority-owned design professional firms on proposed teams, and vendors must submit evidence of MBE participation as part of their response. There are no identified set-aside restrictions limiting competition to specific organization types, though all respondents must meet Kentucky registration and licensure requirements. No incumbent vendors or current contractors are referenced in the solicitation materials. The project budget is $3,000,000 for design and construction services combined, with the final contract value to be determined through the competitive proposal process. Respondents must enter a bid amount of $0.00 in the Vendor Self Service system at submission, and all bidding and contracting will proceed through the Commonwealth's electronic procurement platform. Professional liability insurance of $1 million per claim and $2 million aggregate, general liability of $1 million per occurrence and $2 million aggregate, and statutory workers' compensation coverage are required, with the Commonwealth named as an additional insured on relevant policies.
