About this opportunity
The Commonwealth of Kentucky Finance and Administration Cabinet, Division of Engineering and Contract Administration, on behalf of the Kentucky Transportation Cabinet (KYTC) District 9, is issuing RFP-871 seeking architectural and engineering design services for the renovation of East and West Bound Rest Areas located on Interstate 64 in Rowan County, Kentucky, approximately 3.5 miles east of Highway 32 at mile point 141. The scope of work requires a consultant team comprising a registered Kentucky architect, mechanical engineer, electrical engineer, and civil engineer to design facility renovations that bring both rest areas into compliance with current building codes and ADA accessibility requirements, as well as improve and replace water and sewer infrastructure. The project is structured in four phases: Phase A (Schematic Design, 90 days), Phase B (Design Development, 30 days), Phase C (Contract Documents, 90 days), and Phase D (Construction Administration, duration to be determined), with the Division of Engineering and Contract Administration (DECA) responsible for vertical work and KYTC responsible for horizontal work through construction. Respondents must submit SF 330 Part II forms for all team members and provide minimum three project references including project name, address, completion date, construction amount, and current contact information. Proposals are due electronically through the Virginia Solicitation System (VSS) by January 29, 2025, at 1:30 PM ET, with a shortlist meeting scheduled for February 6, 2025, and virtual interviews on February 17, 2025; if three or fewer firms respond, all will be interviewed. The evaluation criteria assign points by discipline—Architect (35 points), Mechanical Engineer (25 points), Electrical Engineer (20 points), Civil Engineer (10 points)—plus related experience (20 points), work to be performed in Kentucky (5 points), and responsiveness to proposal (15 points), for a total of 120 points.
The Commonwealth will apply reciprocal preference for Kentucky resident bidders per KRS 45A.494 and preferences for qualified bidders including Kentucky Correctional Industries (20 percent preference) and other nonprofit organizations (15 percent preference). All respondents must be registered with the Kentucky Secretary of State in good standing, and foreign entities must provide certificates of authority within 14 days of proposal opening. Proposals must include documentation of good faith efforts to include minority-owned design firms as required by Attachment B-1. No incumbent contractor information is specified in the procurement documents, though facility assessment reports from 2005 indicate both the Eastbound and Westbound rest areas were constructed in 1979 and have required various maintenance and capital improvements since that time. The project budget is noted as "TBD" with 100 percent federal funding to be obtained and compiled by KYTC, and the actual contract amount will be determined through the proposal evaluation process rather than being established in advance. Interested firms should direct questions to Amanda Greer at 502-330-8159 or Amanda.Greer@ky.gov.
