About this file
This is a facility assessment report prepared by the Kentucky Transportation Cabinet Division of Property & Supply Services for the Rowan County Rest Area (Building Inventory #RA103-64 E1) located on Interstate 64 Eastbound at the specified mileage marker. The assessment was conducted on March 3, 2005, by Bernard H. Engelman and evaluates the facility's condition approximately 26 years after its construction in 1979. The main rest area building and toilet rooms are noted as being in good overall condition with very clean restrooms and lobby areas. The facility is expected to serve the traveling public well into the future.
The assessment identifies several maintenance and repair items requiring attention across multiple facility components. Priority repairs include reattaching loose shingles on the exterior, replacing torn and rotted screen material in soffit vents, and installing gutters and downspouts to address drainage issues. Additional work items include repairing bird netting on the picnic shelter, regrading concrete pads in the picnic area to eliminate water pooling, repairing broken curbs and ruts caused by truck damage, and addressing design deficiencies related to the lack of gutters over walkways that create pavement hazards and wet entry/exit conditions. The truck parking area is identified as undersized in capacity and configuration, with evidence of vehicles overrunning curbs and creating lawn damage, which represents a secondary operational concern.
