About this opportunity
The Kentucky Transportation Cabinet (KYTC), through the Kentucky Finance and Administration Cabinet's Division of Engineering and Contract Administration, is procuring architectural and engineering services for the renovation and rehabilitation of the Clark County Eastbound Rest Area located at Interstate 64 mile point 98-99 in Winchester, Kentucky (Structure RA25-64E1). The procurement is structured as a Request for Proposals (RFP-869) with proposals due electronically through the Commonwealth's eProcurement System (Vendor Self Service Portal) by January 28, 2025, at 1:30 PM ET. The scope of work encompasses comprehensive remodeling and renovation of existing rest area buildings, sidewalks, and water and sewer infrastructure, with the required consultant team to include minimum disciplines of Architecture, Mechanical Engineering, Electrical Engineering, and Civil Engineering, which may reside in single or multiple firms. The project is subject to State Historic Preservation Office (SHPO) engagement and must comply with the Secretary of the Interior's Standards for the Treatment of Historic Properties and the National Historic Preservation Act of 1966, Section 106 review requirements. Key deliverables include all design documents and specifications across four phases: Schematic Design (Phase A—90 days), Design Development (Phase B—30 days), Construction Contract Documents (Phase C—90 days), and Construction Administration (Phase D—TBD), with the Architect/Engineer responsible for coordinating consulting engineers, conducting cost estimating, and providing construction administration services including minimum two site visits per month, contractor submittal reviews, payment certifications, and contract document interpretation. Selection will occur through a two-tiered scoring process whereby the Selection Committee initially scores proposals using numerical ratings (140 points total) across firm experience, discipline expertise, related project experience, in-state work capability, and responsiveness; finalists will then be selected with top three ranked choices receiving differential weighting (3, 2, and 1 points respectively) for interviews scheduled virtually on February 26, 2025, at 9:00 AM, 10:00 AM, and 11:00 AM ET, preceded by a shortlist meeting on February 6, 2025, at 9:00 AM ET. All responding firms must be registered with the Kentucky Secretary of State and in good standing, with Kentucky-registered Architects and/or Professional Engineers required; respondents must provide minimum three references from similar projects and submit Federal Standard Form 330 Part II documentation (minimum for lead firm), and all proposals must include required affidavits affirming compliance with Kentucky campaign finance laws.
The RFP encourages good faith efforts to incorporate minority-owned design professional firms (MBE) as part of the proposed team, though no specific set-asides or restrictions limiting participation to disadvantaged enterprises are imposed. Reciprocal preferences for Kentucky resident bidders and qualified bidder preferences apply in accordance with Kentucky Revised Statutes 45A.490-494, and vendors claiming resident bidder status must provide certification of one year of Kentucky business operations including income tax filing, unemployment insurance contributions, and workers' compensation coverage. No incumbent contractors or current service providers are identified in the procurement documentation. The Architect/Engineer must maintain professional liability insurance of $1 million per claim/$2 million aggregate, general liability of $1 million per occurrence/$2 million aggregate, and workers' compensation insurance, with the Commonwealth named as additional insured, and must comply with all state tax, employment, and conflict-of-interest laws. The project budget is listed as "TBD" for both design and construction phases; however, a feasibility study prepared by White|Pollard Architects estimates total project costs ranging from $839,376 (without water line replacement) to $1,430,226 (including 1.5-mile water line replacement), with structural stabilization, ADA accessibility upgrades, building system modernization, and foundation underpinning identified as critical project components. Compensation will be structured as a lump sum fee negotiated at the conclusion of Phase A, with phase-based payments distributed across Phases B through D according to the Standard Agreement Between Owner and Architect/Engineer template issued by the Commonwealth. Questions regarding the procurement should be directed to Amanda Greer at the Division of Engineering and Contract Administration at 502-330-8159 or Amanda.Greer@ky.gov.
