About this file

This is a building evaluation report prepared by the Kentucky Transportation Cabinet Facilities Support Services Design & Construction Branch for the Clark County Rest Area (Project RA25-64E1), dated December 15, 2020. The evaluation was conducted following a site visit with Chris Spencer and Ricky Lundsford to assess the facility's condition and identify necessary improvements. The report documents findings across multiple building systems and components, indicating that comprehensive facility upgrades are required rather than isolated repairs.

The evaluation identified critical deficiencies requiring remediation, including roof replacement due to material reaching end of life with active leaks causing interior damage, ceiling repairs for staining and damage, wall repairs for moisture damage and peeling paint, tile replacement for outdated and cracked materials, concrete floor crack repair, rest room partition replacement, electrical system upgrades for multiple non-functional outlets and broken conduits, and vending shelter repairs for fascia board, gutters, and roof vents. The extent of required work exceeds the threshold for obtaining single quotes, prompting the recommendation that the Kentucky Transportation Cabinet request financing and hire a consultant to develop a comprehensive cost estimate. Robert Price, Construction Superintendent and Project Manager for the Transportation Cabinet Office of Support Services Design & Construction Section, prepared the evaluation.
