About this opportunity
The Kentucky Finance and Administration Cabinet's Division of Engineering and Contract Administration issued RFP-868 on behalf of the Kentucky Transportation Cabinet (KYTC) seeking architectural design services for the Whitehaven Rest Area Renovation located at I-24 & U.S. 25 on Lone Oak Road in McCracken County, Kentucky. This Request for Proposals solicits a consultant team including an architect, structural engineer, and civil engineer to provide comprehensive professional design services addressing structural and aesthetic repair work on the interior and exterior of the rest area facility, with required involvement from Kentucky's State Historic Preservation Office. Key deliverables include four phases of work: Phase A (Schematic Design and Estimate; 90 days), Phase B (Design Development and Cost Estimate; 30 days), Phase C (Construction Contract Documents and Final Estimate; 90 days), and Phase D (Construction Administration; duration to be determined during design). Respondents must be lawfully qualified to do business in Kentucky and provide valid Kentucky architectural registration or professional engineering board numbers, with a minimum of three project references from similar projects required. The evaluation process employs a 110-point numerical rating system assessing architect experience (35 points), structural engineer experience (20 points), civil engineer experience (20 points), related experience (15 points), work to be performed in Kentucky (5 points), and responsiveness to the proposal (15 points). Proposals are due electronically by February 4, 2025, at 1:30 PM ET through the Commonwealth's Vendor Self-Service (VSS) system, with a shortlist meeting scheduled for February 12, 2025, at 9:30 AM ET, followed by virtual interviews on February 25, 2025, at 9:00 AM, 10:00 AM, and 11:00 AM ET. Inquiries should be directed to Amanda Greer at 502-330-8159 or Amanda.Greer@ky.gov.
All respondents must submit required affidavits, a Federal Standard Form 330 Part II, and proof of registration with the Kentucky Secretary of State, with Kentucky resident bidders eligible for reciprocal preference in accordance with KRS 45A.490-494. The project budget is listed as to be determined (TBD), though the structural assessment report prepared by Bacon Farmer Workman Engineering & Testing, Inc. provides a preliminary opinion of cost estimates totaling approximately $595,868.13 including contingencies for this civil war-era facility. The Commonwealth intends to obtain 100 percent Federal Highway Administration (FHWA) funding, with KYTC responsible for compiling all necessary work and documentation to secure federal funding through both design and construction phases. No incumbent vendors or specific set-asides for disadvantaged enterprises are listed in the solicitation documents. Respondents must comply with the Owner's Capital Construction Project Procedures Manual and Document Collaboration System, maintain professional liability insurance of $1 million per claim and $2 million aggregate, and general liability coverage of $1 million per occurrence and $2 million aggregate. All instruments of service become the sole property of the Commonwealth upon transmission.
