About this opportunity
The Commonwealth of Kentucky, Division of Engineering and Contract Administration, is issuing Request for Proposal (RFP-854) to procure professional engineering services for environmental remediation at the former Clothes Doctor dry-cleaning site located at 601 South 6th Street in Mayfield, Kentucky (Graves County). The primary objective is to develop a Corrective Action Plan (CAP) and provide construction oversight for remediation of tetrachloroethylene (PCE) and trichloroethylene (TCE) contamination detected in soil gas, groundwater, and residual soils. The scope of work includes reviewing past site characterization data, conducting additional site characterization for PFAS and PCE contamination, defining the extent of the contamination plume, evaluating remedial options, preparing the corrective action plan, developing bid specifications for remediation work, and providing oversight during remediation contractor implementation. The selected firm must prepare a Remedial Evaluation report for Kentucky Division of Waste Management Superfund Branch review and approval, followed by preparation of construction bid documents and construction management services, culminating in a Corrective Action Completion Report documenting daily activities, sample analyses, permits, citizen communications, and any required long-term inspection and maintenance measures. Required qualifications include a Kentucky-licensed Environmental Engineer and either a Kentucky-registered geologist or environmental professional on staff with demonstrated experience in remediation and waste disposal. Evaluation criteria include firm experience and capability to perform required environmental engineering services (50 points), related project experience (30 points), work performed in Kentucky (10 points), and responsiveness to proposal requirements (10 points). Proposals must be submitted electronically through the Virginia Sourcing System (VSS) by October 14, 2024, at 1:30 PM Eastern Time, with a shortlist meeting scheduled for October 23, 2024, at 9:00 AM ET and virtual interviews on October 30, 2024, at 9:00 AM, 10:00 AM, and 11:00 AM ET.
Respondents must provide a minimum of three professional references from similar projects, Kentucky engineering registration or architectural registration documentation, and a Federal Standard Form 330 Part II for the lead firm. All responding firms will be interviewed if three or fewer proposals are received; otherwise, firms will be shortlisted based on evaluation criteria. Respondents must demonstrate good faith efforts to include minority business enterprises on the project team and must verify Kentucky Secretary of State registration and good standing status prior to submission. Affidavits regarding campaign finance law compliance and resident bidder status, if applicable, are required. No incumbent vendor or current contractor is identified in this solicitation. The project budget is $300,000.00, and all inquiries regarding the RFP should be directed to Amanda Greer, Statewide Procurement Analyst II, at 502-330-8159 or Amanda.Greer@ky.gov. The Commonwealth reserves the right to increase the scope of services if additional funding becomes available. Billing and shipping for the awarded contract will be directed to the Bush Building, 403 Wapping Street, 1st Floor, Frankfort, Kentucky 40601.
