About this file

This is a detailed scope of work document for the Clothes Doctor site remediation project in Mayfield, Kentucky, involving the Kentucky Division of Waste Management Superfund Branch. The project requests engineering consulting services to develop a Corrective Action Plan (CAP) and provide construction oversight for environmental remediation at 601 S. 6th Street in Graves County. The scope of work encompasses review of past site characterization data, site characterization for PFAS and PCE contamination, definition of contaminant plume extent, evaluation of remedial options, preparation of a corrective action plan, development of bid specifications, and oversight of remediation contractor implementation. The consultant will submit findings in a Remedial Evaluation report for SFB review and approval, followed by preparation of bid specifications and construction management. Upon project completion, the consultant must document daily activities and prepare a Corrective Action Completion Report including sample analyses, permits, citizen communications, work logs, and any long-term inspection and maintenance measures as necessary.

The consulting firm selected must have a Kentucky-licensed environmental engineer and Kentucky-registered geologist or environmental professional on staff with experience in remediation and waste disposal. The consultant will be responsible for acquiring necessary permits and ensuring compliance with local, state, and federal regulations during site work while coordinating with the property owner and tenants to minimize disruption. The Kentucky Division of Waste Management is pursuing this remediation under statutory authority KRS 224.1-400(16)(c) due to the inability to identify viable responsible parties for correcting the dry-cleaning solvent contamination (tetrachloroethylene and trichloroethylene) present in soil and groundwater at the site. No specific pricing terms, contract duration, funding amounts, or award dates are specified in this scope document.

Remediation of The Clothes Doctor Site Mayfield, Graves County, KY AI# 38160

Background Information: The site is located at 601 S. 6th Street, Mayfield, Kentucky. The site is situated in the center of Graves County. At its closest point, the Ohio River lies approximately 29 miles north, and the Kentucky Lake lies approximately 30 miles east. This site lies within a suburban area near downtown Mayfield, in a mixed residential and commercial neighborhood. The Clothes Doctor was registered as a hazardous waste generator in Kentucky Department of Environmental Protection (KDEP) records 1990 – 1999.

Current Site Conditions: Dry-cleaning solvent constituents such as tetrachloroethylene and trichloroethylene are present in soil-gas well above indoor air thresholds. Although dry-cleaning operations have ceased, residual soils leach into groundwater. The site is 90% paved with asphalt and relatively flat.

Scope of Work: This request is submitted to procure services of an engineering consulting firm to develop a Corrective Action Plan (CAP) and to provide construction oversight for this environmental remediation project. The project will involve:

• Review of past site characterization of subsoils and groundwater relating to PCE and daughter products

• Site characterization for PFAS and PCE and waste profiling

• Define extent of plume(s) and develop site conceptual models

• Evaluation of remedial options

• Preparation of a corrective action plan based on the selected remedial design

• Development of bid specifications for the remedy

• Oversight of the selected remediation contractor implementing the remedy

1. The Kentucky Division of Waste Management Superfund Branch (SFB) has gathered some data for the site. Documentation for these activities is available under the Kentucky Open Records Act (https://eec.ky.gov/Pages/Open-Records.aspx). SFB will also correspond with the consultant as needed to ensure the project will meet the intended goals of protecting human health and the environment.

2. The selected engineering consultant will submit their findings in a Remedial Evaluation report.

SFB will review the report and, after consultation with the selected engineer, SFB will select the remedial option for the site.

3. The selected remedial option will be presented to SFB in the form of a Corrective Action Plan.

4. Once SFB approves of the plan, the selected engineering consultant will prepare a bid specification for labor and materials necessary to implement the plan.

5. The selected engineering consultant will provide an estimated timeline for the sequence of work to be completed and provide construction management and oversight to ensure project completion in a timely manner.

6. The selected engineering consultant will document daily activities and prepare a Corrective Action Completion Report to include: analyses from samples collected; copies of permits;

recorded communication with local citizens; and weekly work logs. If necessary, the report must contain an appendix describing any measures for long-term inspection and maintenance of the remediated area.

7. The selected engineering consultant will acquire necessary permits, and work with state or local entities to ensure compliance with local, state, and federal laws during site work. The selected engineering consultant will also work with the property owner and tenants to ensure the work and equipment do not unduly affect the use of the property or results in safety concerns.

8. The selected firm will have a Kentucky licensed environmental engineer and Kentucky registered geologist or environmental professional on staff with experience in remediation and waste disposal.

Since viable responsible parties have not been identified to correct these issues, the Division is proposing to address the problem pursuant to the statutory authority in KRS 224.1-400 (16)(c).
