About this opportunity

The Commonwealth of Kentucky's Division of Engineering and Contract Administration is procuring professional engineering design services for the Pennyrile State Resort Park Dam Safety, Reconstruction & Repair project located near Dawson Springs in Christian County. This Request for Proposals (RFP-842) seeks a qualified engineer or multidisciplinary consulting team to address two critical dam safety concerns: repair or replacement of a nonfunctional drawdown system and remediation design and permitting coordination for leakage through the dam face of this 30-foot-high concrete gravity dam. The consultant team must include a structural engineer, civil engineer, and underwater surveyor, with all services provided by Kentucky-registered professionals. The project is structured in four phases spanning approximately 315 days: Phase A (45 days) for schematic design and estimates, Phase B (30 days) for design development, Phase C (120 days) for construction contract documents, and Phase D (120 days) for construction administration. Deliverables include preliminary evaluation and schematic design drawings, outline specifications, detailed design documents, and construction administration services with a minimum of two site visits per month during construction. Proposals must be submitted electronically through the Kentucky eProcurement System by April 26, 2024, at 1:30 PM ET, with a shortlist meeting scheduled for May 16, 2024, and virtual finalist interviews on May 23, 2024. Selection will follow a shortlist-with-interviews methodology, and submissions must include a cover letter not exceeding four pages in minimum 10-point type, Federal Standard Form 330 Part II, firm experience documentation, proposed project team information, workplace and workload data, Kentucky registration permits, required affidavits, and MBE participation statements demonstrating good faith efforts to include minority-owned design firms.

Respondents must be registered with the Kentucky Secretary of State and in good standing, with foreign entities required to provide certificates of authority within fourteen days of proposal opening or face deemed non-responsiveness. The Commonwealth applies reciprocal preferences for Kentucky resident bidders as defined under KRS 45A.490-494 and will consider past vendor performance in award decisions. All compensation is negotiated upon conclusion of Phase A services, structured as a total lump sum price with Phase B compensation at 40% of the total, Phase C at 75%, and Phase D at 25% of the negotiated lump sum, distributed proportionally to construction completion milestones. The selected architect/engineer must maintain Professional Liability insurance of $1 million per claim with $2 million aggregate, General Liability insurance of $1 million per occurrence with $2 million aggregate, and Worker's Compensation coverage at statutory limits. The total project budget is $5,000,000, though the Commonwealth reserves the option to increase the scope if additional funding becomes available. The contract will be governed by Kentucky Revised Statutes KRS 45A.800-835 and must comply with equal employment opportunity requirements under KRS 45.560-640.
