About this opportunity
The Commonwealth of Kentucky Finance and Administration Cabinet, Division of Engineering and Contract Administration, seeks professional architectural and engineering design services for complete HVAC replacement at the Radcliff Veterans Center, a 120-bed, 158,000-square-foot long-term care nursing facility located in Radcliff, Hardin County, Kentucky. The project involves replacing the existing Variable Refrigerant Flow (VRF) system with a 4-pipe fan coil system, gas boilers, air-cooled chillers, and associated hydronic piping and controls while the facility remains operational throughout construction. The consultant team must include a minimum of a Mechanical Engineer and Electrical Engineer, with all design professionals required to maintain Kentucky registration. Deliverables include schematic design and estimates (Phase A, 90 days), design development and cost estimates (Phase B, 30 days), construction contract documents and final estimates (Phase C, 30 days), and construction administration and warranty services (Phase D). Proposals are due November 14, 2023, at 2:00 PM ET via electronic submission through MOVEit, followed by a shortlist meeting on November 20, 2023, at 10:30 AM ET and virtual interviews on November 30, 2023, at 12:30 PM, 1:30 PM, and 2:30 PM ET. Evaluation criteria include firm experience and capability in mechanical engineering (40 points), electrical engineering (30 points), related experience (10 points), work to be performed in Kentucky (10 points), and responsiveness to the proposal (10 points), for a total of 100 points. Respondents must submit required affidavits, Federal Standard Form 330 Part II documentation, Kentucky permit and registration forms, and evidence of good faith efforts to incorporate minority-owned design professional firm (MBE) participation, along with a minimum of three references from similar projects.
All responding firms must be registered with the Kentucky Secretary of State in good standing and registered with the state's eMars eProcurement system; Kentucky resident bidders receive reciprocal preference as established in KRS 45A.494. The solicitation requires evidence of good faith efforts to incorporate minority business enterprises, indicating set-aside or consideration for MBE participation in the design team. No incumbent vendor or existing contractor is identified in the solicitation materials. The project budget for Design and Construction (Phase I) is $9,000,000, with compensation to the selected architect/engineer structured as a lump sum fee to be negotiated at the conclusion of Phase A services, followed by phased payments for Phase B (40% of total fee less Phase A), Phase C (60% to 75% of total fee less prior payments), and Phase D (25% for standard projects or 20% for LEED projects distributed across construction completion milestones). The selected firm must maintain professional liability insurance of $1 million per claim/$2 million aggregate, general liability of $1 million per occurrence/$2 million aggregate, statutory workers' compensation, and employer's liability of $500,000.
