About this opportunity

Texas Tech University Health Sciences Center is requesting proposals for a healthcare compliance, auditing, and revenue integrity platform under RFP 739-SL3813963, with proposals due August 26, 2026 at 4:30 p.m. Central Time. Questions were due August 4, 2026.

The scope encompasses compliance program management, billing and coding audits, revenue integrity monitoring, risk assessments, policy management, incident management, training and learning management system capabilities, and executive reporting. The platform must support both prospective and retrospective auditing for professional fee billing across three campuses (Lubbock, Permian Basin, and Amarillo) currently operating multiple electronic health record and billing systems—Epic, Cerner, Athena, and Touch Works—with five authorized platform users. Claims data are currently submitted separately via secure file transfer protocol in CSV or XML formats across campuses. All three sites are expected to transition to Epic by July 2027, at which point single-system consolidation will be feasible. TTUHSC operates across 108 counties and manages approximately 185,000 annual professional encounters in Amarillo and 122,000 in Permian Basin with 668 employed physicians and advanced practice providers across 16 medical specialties.

The contract term begins upon execution and expires August 31, 2029, with two optional one-year renewal periods available through August 31, 2031. Pricing must be provided in five-year format broken down by licensing costs, annual recurring costs, installation/customization/integration/consulting, and training; TTUHSC's standard payment terms are Net 30. No budget range has been disclosed. Evaluation weights 35 percent pricing, 20 percent proposer experience and reputation, and 45 percent software and service specifications including functional fit, implementation approach, healthcare compliance expertise, reporting and analytics, support and customer service, and artificial intelligence incorporation. Proposals must include a VetHUB Subcontracting Plan, Comptroller of Public Accounts status, franchise tax compliance, TX-RAMP compliance certification, and certification regarding foreign ownership restrictions. Contracts valued at $1 million or more require Form 1295 filing with the Texas Ethics Commission and Board of Regents approval. The agreement is non-exclusive.
