About this opportunity

Midwestern State University in Texas is requesting proposals for cooling tower repairs under RFP 735-2026-4430, with proposals due October 22, 2026, and a non-mandatory pre-bid meeting scheduled for October 1, 2026 at 10:00 a.m. on the west side of the Central Plant Building.

The scope encompasses comprehensive repairs and maintenance to cooling tower systems at the university's central plant facility. Technical specifications and equipment requirements are detailed in appendices referencing the existing central plant HVAC and support equipment configuration, with baseline facility documentation provided from January 1997 and mechanical floor plans from July 1975. Bidders must familiarize themselves with the existing system integration requirements and propose methodologies addressing labor, materials, equipment, and ancillary services necessary to complete the repairs.

Proposals must address technical qualifications, experience with similar projects, and detailed repair methodologies. The contract will be structured using the university's standard Products and Services Agreement (OGC Form 2020-003-1), which permits fixed-price, hourly fee with not-to-exceed amounts, or service-order basis compensation structures as detailed in Exhibit A. The initial contract term is specified with renewal for up to one additional one-year term upon mutual written agreement. All services are subject to university inspection and approval, with contractors responsible for resolving deficiencies at no additional cost unless otherwise agreed in writing.

Contractors must maintain all insurance coverage as specified by the Texas Tech University System Office of Risk Management, comply with NIST Special Publications 800-53 controls and comprehensive IT security requirements, achieve 99.99% uptime availability where applicable, and adhere to federal accessibility standards, FERPA, and HIPAA requirements as applicable. Invoices are paid net thirty days under Texas law. Contract terms incorporate the university's Required Contract Terms, with sample contract language controlling in case of conflict with purchase order terms.
