About this opportunity

Midwestern State University's Purchasing & Contract Management Department is requesting proposals for one new LM10 Microfluidizer Processor with mandatory manufacturer-certified on-site installation and training under RFP 735-2026-4429, with proposals due September 15, 2026 at 2:00 p.m. CT. If the contract value reaches $100,000 or above, a VetHUB Subcontracting Plan and Ethics Commission Form 1295 reporting are required.

The equipment specifications include a nominal flow rate up to 600 ml/min, 30 ml minimum sample size, maximum working pressure of 1,586 bar (23,000 psi), and standard features comprising a ceramic interaction chamber, digital color touch screen display, cooling coil, and comprehensive tool and spare parts kit. Manufacturer-certified on-site installation and training is a mandatory requirement, not a scoring factor.

Award will be made using the Best Value Standard per Texas Government Code 2155.074, with evaluation weights as follows: overall costs 35%, completeness and general response 20%, warranty information 15%, past performance 10%, references 10%, and estimated delivery lead time 10%. Pricing must include all equipment costs, shipping and handling on an FOB Destination basis, installation, training, warranty information (parts and labor), and estimated delivery time in days. Alternate pricing for one, three, and five-year maintenance and service agreement plans is optional.

The initial contract term runs from September 1, 2026 through August 31, 2027, with four optional one-year renewal periods available through August 31, 2031. Responses must remain valid for a minimum of 120 days from the submission deadline. Questions are due August 27, 2026 at 12:00 p.m. CT, with official responses released by August 28, 2026 at 5:00 p.m. CT. No pre-bid conference is scheduled, though the evaluation team may conduct interviews with top-scoring respondents at its discretion. Responses must be submitted electronically (highly preferred) or by mail or hand delivery with one original and one electronic version on USB drive.
