About this opportunity
Midwestern State University is requesting proposals for asbestos abatement oversight services under Job Order Contract RFP 735-2026-4428, with proposals due August 13, 2026, and questions due August 4, 2026. Respondents must be licensed as an asbestos consulting agency in Texas with all personnel holding appropriate Texas licenses.
The scope includes project investigation, bulk building material sampling and analysis, contract document development, on-site project management, full-time oversight during abatement activities, daily air monitoring using phase contrast microscopy, and complete project documentation. Demonstrated knowledge of state and federal asbestos abatement regulations is mandatory. The contract covers the university's main campus and regional sites.
The not-to-exceed value is $100,000 per fiscal year per single contractor with no minimum guarantee; individual project assignments are awarded based on contractor expertise, past performance, project availability, and funding availability. The initial contract term runs September 1, 2026, through August 31, 2027, with options to renew for four additional one-year periods through August 31, 2031. Pricing shall be quoted on a cost basis with separate rates for project investigation, bulk sample analysis, specifications preparation, licensed consultant on-site services, air monitoring and project management, PCM and TEM sample analysis, and clerical documentation.
Evaluation uses a best-value standard: 40% proposed labor rates and markup percentages, 25% past performance and quality of work, 20% prior favorable service with MSU, 5% prior favorable service with colleges and universities, and 5% overall team approach and completeness. Respondents must provide three current customer references, a completed affidavit, conflict-of-interest affirmation, and a W-9 form if new to the university. A valid Certificate of Liability Insurance with Pollution and Omissions Liability coverage of $1,000,000 is required. If the contract value reaches $100,000, a HUB Subcontracting Plan and bid bonds of 5% are required for responses of $25,000 or above. Responses are valid for a minimum of 120 days.
