About this opportunity

Midwestern State University's Purchasing & Contract Management Department is requesting proposals for a Job Order Contract providing fire sprinkler and standpipe system inspection, testing, maintenance, and repair services, with proposals due July 21, 2026 at 2:00 p.m. CT. Contractors must be licensed fire sprinkler systems contractors with the State of Texas, possess at least three years of service experience, and employ state-licensed fire protection technicians—these are hard capability filters.

The scope covers annual visual inspections and functional testing of 28 wet systems, 6 dry systems, 4 electric fire pumps, 23 backflow preventers, and 3 standpipe-only systems in accordance with NFPA 25 and State of Texas requirements. Services include routine maintenance, repairs, 3-year and 5-year inspection cycles, and manufacturers' recall surveys. Work is performed at the university's main campus and regional campus sites in Wichita Falls, Texas, on an as-needed basis coordinated with the university prior to commencement.

The contract term runs September 1, 2026 through August 31, 2029, with one optional one-year renewal through August 31, 2030. Pricing is submitted on a unit-price and hourly-rate basis, including wet systems, dry systems, standpipe systems, backfires, and fire pumps, plus hourly rates for technicians and helpers during regular and after-hours service with stated maximum emergency response time. A VetHUB Subcontracting Plan is required for contracts valued at $100,000 or above. Prevailing wage rates under the Service Contract Act apply to Archer, Clay, and Wichita counties per Wage Determination #2015-5263 Rev. 29.

Evaluation uses best value: 30 percent on past performance, qualifications, experience, and references; 10 percent on minimum response time for emergency system failures; and 60 percent on cost. Questions are due July 14, 2026 at 12:00 p.m. CT with official responses released July 15 at 5:00 p.m. CT. Proposals must include three current customer references, a signed affidavit, Certificate of Liability Insurance, and a completed Conflict of Interest Affirmation, not to exceed 30 pages.
