About this opportunity
Midwestern State University is seeking qualified vendors for an Indefinite Delivery/Indefinite Quantity (IDIQ) Time & Materials Network Data Drop Installation Services contract through RFP 735-2025-4417. The procurement covers installation of network data drops on an as-needed basis for campus use across university locations. Respondents must demonstrate Siemon Cat6 certification for data drops and Corning Fibre Optic certification for fiber installations, and will be responsible for providing all labor, materials, tools, travel expenses, debris removal, and site cleanup. The evaluation criteria include past performance (15%), prior favorable service to MSU (10%), proposed labor rates and markups (70%), demonstrated knowledge of local building codes and certifications (mandatory), and completeness of response (5%). Key procurement dates include a deadline for submission of questions on November 4, 2025, at 12:00 p.m. CT, official responses to questions on November 5, 2025, at 5:00 p.m. CT, and a submission deadline for offers on November 13, 2025, at 2:00 p.m. CT. The initial contract term will extend from award through August 31, 2026, with two optional one-year renewal periods available.
The contract does not specify any specific set-aside designations or restrictions on responding organizations. Electronic submissions via email to Joseph Mrugalski are preferred, though mail and hand delivery are also accepted. The total contract value will not exceed $150,000 over one fiscal year, with no guaranteed minimum dollar amount. Pricing is structured as a Time & Materials arrangement, requiring respondents to provide hourly rates for journeyman electricians, apprentices, laborers, overtime rates, material markup percentages, and potential daily vehicle equipment charges. Responses must remain valid for a minimum of 120 days, and the university reserves the right to select multiple vendors. Bond requirements apply for responses of $25,000 or above, which will require bid deposits and payment/performance bonds. The contract incorporates standard terms from Texas Tech University System and MSU's purchase order conditions, with services subject to university inspection and approval.
