About this opportunity

The Commonwealth of Kentucky, Division of Oil and Gas, is requesting proposals for orphan well plugging and remediation services under the Kentucky Abandoned Storage Tank and Orphan Well Reclamation Program (KASTOW) for Ohio County, with proposals due September 18, 2026 at 3:00 PM. Written questions were due August 31, 2026 with Commonwealth responses provided September 4, 2026.

A reciprocal preference for Kentucky resident bidders applies under KAR 200 5:410, along with preferences for qualified bidders or the Department of Corrections, Division of Prison Industries. Both preferences affect cost scoring.

The scope encompasses orphan well plugging and site reclamation in Ohio County. Addendum No. 1, issued September 4, 2026, specifies that plugging must use service rig and work string methods rather than slickline. Wells 1,500 feet or shallower and deeper wells follow differentiated abandonment procedures, including staged cement plugging, casing removal or perforation at specified depths, and surface-level site reclamation. All work requires Class A, Class L, or Type 1L cement, with 50/50 POZ or latex-laden cement in hydrogen sulfide conditions. Contractors must coordinate with Division inspectors, secure landowner access, and construct access infrastructure including roads and lined pits.

The contract is fixed-price. Pricing will be evaluated on a cost-proposal basis with 45 points awarded proportionally (lowest bid receives maximum points; higher bids score proportionally lower). Technical proposals account for 25 points, evaluated on prime and subcontractor experience, project history, equipment adequacy, work plan completeness, and past performance with the Division of Oil and Gas.

Substantial completion is required within 180 calendar days from award; final completion within one year thereafter. Bid guarantee of not less than 5% of lump-sum base bid is required. The successful bidder must furnish 100% Performance Bond and separate 100% Payment Bond within five calendar days of award. Award is anticipated October 14, 2026. The contract may be subject to Davis-Bacon wage requirements and Equal Employment Opportunity compliance. Contact Kristi Sharp at 502-330-9858.
