About this opportunity

The Commonwealth of Kentucky Division of Oil and Gas is requesting proposals for orphan well plugging and remediation services in Breathitt County under the Kentucky Abandoned Storage Tank and Orphan Well Reclamation Program (KASTOW), with proposals due September 18, 2026 at 3:00 p.m. Eastern Time. Kentucky resident bidders and qualified bidders receive reciprocal preference.

The scope encompasses well plugging from total depth to surface, gas and TENORM (Technologically Enhanced Naturally Occurring Radioactive Material) detection, casing removal or perforation, cement plug installation at specified intervals, wellsite and access road reclamation, and pit preparation and backfill. Addendum No. 1 mandates that all plugging activities use a service rig with steel tubing work string; slickline plugging is not acceptable. Work differentiates between wells with total depth at 1,500 feet or shallower and deeper wells, with corresponding procedural variations. When H2S gas is present or detected, contractors must use 50/50 POZ or latex-laden cement for all cement applications. Substantial completion is required within 180 calendar days from award, with final completion within one additional year thereafter.

The contract is firm fixed-price based on a lump sum base bid. Cost represents 45 of 70 total evaluation points, allocated proportionally to the lowest bid. Technical evaluation comprises 25 points, scored on prime and subcontractor experience (2 points), project history (5 points), equipment adequacy (6 points), work plan completeness (6 points), and past performance with the Division of Oil and Gas (6 points). Contractors must submit a bid guarantee of not less than 5 percent of the lump sum base bid, along with a 100 percent Performance Bond and separate 100 percent Payment Bond within five days of award. All proposals must comply with Davis-Bacon Act wage requirements and Equal Employment Opportunity provisions. The Commonwealth anticipates proposal evaluation by September 30, 2026, with contract award by October 14, 2026. Questions were due August 31, 2026. Contact Kristi Sharp at 502-330-9858.
