About this file

This addendum to Invitation to Bid No. RFP-57-27 is issued by the Commonwealth of Kentucky Department for Facilities and Support Services, Division of Engineering and Contract Administration, for the Kentucky Abandoned Storage Tank and Orphan Well Reclamation Program (KASTOW) Breathitt 002 project. The addendum, dated September 4, 2026, revises the plugging activities requirements for orphan wells located in the Eastern Kentucky-Big Sandy Gas Field across multiple counties including Bell, Boyd, Breathitt, Clay, Floyd, Greenup, Harlan, Jackson, Johnson, Knott, Knox, Laurel, Lawrence, Leslie, Letcher, Magoffin, Martin, McCreary, Owsley, Perry, Pike, and Whitley. The revised specification mandates that all plugging activities must be performed using a service rig with a steel tubing work string; slickline plugging is not acceptable. The scope of work differentiates between wells with total depth at 1500 feet or shallower and wells deeper than 1500 feet, with detailed procedures for each category including access road construction, pit preparation, casing removal or perforation, cement plug installation using Class A, Class L, or Type 1L cement, and wellsite reclamation.

The addendum specifies that when H2S gas is present or detected, contractors must use 50/50 POZ or latex-laden cement for all cement applications. For shallower wells, the plugging process includes extracting tubing and rods, establishing total depth, perforating casing from 600 to 100 feet in 50-foot increments if cementing records are unavailable, and circulating cement to surface before casing cutoff. For deeper wells, the process is more complex, requiring a minimum 5-barrel gel load, multiple cement plugs positioned at specific depths relative to perforations and production zones, and surface plug installation to isolate coal seams and freshwater zones. All procedures include monitoring cement levels, proper fluid disposal, pit backfill, and final wellsite grading and stabilization in accordance with the scope of work. Bidders are required to conform to these specifications as binding conditions of the resulting contract.

*PLUGGING ACTIVITIES MUST BE PERFORMED WITH A SERVICE RIG AND WORK

STRING OF STEEL TUBING TO RUN DOWNHOLE. “SLICKLINE” PLUGGING WILL

NOT BE ACCEPTABLE.

EASTERN KY-BIG SANDY GAS FIELD (Bell, Boyd, Breathitt, Clay, Floyd, Greenup, Harlan, Jackson, Johnson, Knott, Knox, Laurel, Lawrence, Leslie, Letcher, Magoffin, Martin, McCreary, Owsley, Perry, Pike, Whitley)

Wells with TD at 1500’ or shallower

• Confer with Division Inspector, assure landowner access is approved

• Construct access road to well

• Dig pit and line with 6 mil liner

• Remove brush from location

• If tubing & rods remain in well, extract same from the hole and trip out

• Any free casing (annulus not cemented) shall be removed. If no records are available to determine Top of Cement (TOC), a bond log may be required, and or perforations

• Move In, Rig up and run in well with tools to determine or establish TD

• Trip in hole w/tubing to TD

• If casing is not cemented or unknown; perforate casing from 600’ to 100’; (50’ increments)

• Circulate Class A, Class L, or Type 1L cement to Surface, plug solid. 50/50 POZ or latex laden cement shall be used if H2S gas is present and/or detected.

• Cut off all casing 3 ft. below Surface the next day to ensure no fall back has occurred

• Monitor cement level and top off as needed

• Remove fluids from pit, properly dispose of same, and backfill pit

• Properly grade, stabilize, and fully reclaim wellsite as outlined in Scope of Work

Wells deeper than 1500’

• Confer with Division Inspector, assure landowner access is approved

• Construct access road to well

• Dig pit and line with 6 mil liner

• Remove brush from location, rig-up service rig

• If tubing & rods remain in well, extract same from the hole and trip out

• Any free casing (annulus not cemented) shall be removed. If no records are available to determine Top of Cement (TOC), a bond log may be required/ and or perforations

• Run in well with tools to check/establish TD

• Load well with minimum 5 barrels of 6% Gel, not to exceed 25 barrels

• Trip in well w/ tubing to TD, Pump 200’ Class A or Class L cement plug. 50/50 POZ or latex laden cement shall be used if H2S gas is present and/or detected.

• Pull up above TOC , wash out, tag bottom plug

• Pump fluid 6% gel/water spacer

• Spot Class A, Class L, or Type 1L cement plug 50’ below deepest perforation to 50’ above shallowest perforation (or production zones if open hole), across any and all perforations (or production zones in open hole) not covered by bottom plug. 50/50 POZ or latex laden cement shall be used if H2S gas is present and/or detected.

• Pump fluid 6% gel/water spacer

• If casing is not cemented or unknown; perforate casing from 600’ to 100’; (50’ increments)

• Pump surface plug from Surface Casing shoe (or, if casing shoe depth is unknown or not present, deepest freshwater depth assigned by KYDOG) to surface to isolate coal seams and fresh water zones. 50/50 POZ or latex laden cement shall be used if H2S gas is present and/or detected.

• Monitor cement level and top off as needed

• Cut off all casing 3 ft. below surface the next day to ensure no fall back has occurred

• Remove fluids from pit, properly dispose of same, and backfill pit

• Properly grade, stabilize, and fully reclaim wellsite as outlined in Scope of Work
