About this opportunity

The Commonwealth of Kentucky, Division of Oil and Gas, is requesting proposals for orphan well plugging and site reclamation services under the Kentucky Abandoned Storage Tank and Orphan Well Reclamation Program (KASTOW) Webster #003, with proposals due September 18, 2026 at 3:00 PM Eastern Time. Kentucky resident bidders receive reciprocal preference under KAR 200 5:410.

The work scope encompasses plugging of orphan wells located in Webster County and twenty-four surrounding Western Kentucky counties (Ballard, Butler, Caldwell, Calloway, Carlisle, Christian, Crittenden, Daviess, Fulton, Graves, Hancock, Henderson, Hickman, Hopkins, Livingston, Logan, Lyon, Marshall, McCracken, McLean, Muhlenberg, Ohio, Todd, Trigg, Union, and Webster) through Addendum No. 1. Plugging procedures differ by well depth: wells at 1,500 feet or shallower require wellhead establishment, tubing and rod extraction, depth confirmation, tubing circulation with Class A, Class L, or Type 1L cement to surface, and perforating if necessary; deeper wells require rod and tubing removal, casing extraction, cement plugs at total depth and perforated zones, and freshwater and coal seam isolation with cement from 600 feet to surface. Service rig work using steel tubing downhole is mandatory; slickline plugging is not acceptable. Hydrogen sulfide detection triggers use of 50/50 POZ or latex-laden cement. Site reclamation includes access roads, lined disposal pits with 6-mil liners, brush and debris removal, casing cutoff at 3 feet below surface, fluid disposal, and full grading and stabilization.

This is a firm fixed-price contract. Proposals are scored on 70 points total: 25 points for technical criteria (prime and subcontractor experience, project history, equipment adequacy, work plan, and past performance with the Division), and 45 points for cost (lowest bid receives 45 points, higher bids scored proportionally). Substantial completion is required within 180 calendar days of award; final completion one year thereafter. A bid guarantee of not less than 5 percent of the lump sum base bid is required, with 100 percent performance and payment bonds due within five days of award. Vendor questions were due August 31, 2026. Evaluation is scheduled for September 30, 2026, with anticipated award October 14, 2026. Contact Kristi Sharp at 502-330-9858.
