About this opportunity

The Commonwealth of Kentucky Division of Oil and Gas is requesting proposals for orphan well plugging and site remediation services in Edmonson County under RFP-53-27, with proposals due September 18, 2026 at 3:00 p.m. Eastern Time. Reciprocal preference for Kentucky resident bidders and preferences for qualified bidders or the Department of Corrections Division of Prison Industries apply under 200 KAR 5:410. Written questions are due by August 31, 2026.

The scope encompasses plugging operations from total depth to surface, TENORM and hydrogen sulfide gas detection, cement circulation, wellsite reclamation, and access road remediation across multiple orphan well sites. Addendum No. 1 mandates that all plugging must use a service rig and work string of steel tubing; slickline plugging is not acceptable. For wells 1,500 feet or shallower, the scope includes site preparation, wellhead management, tubing and rod extraction, water or gel injection, casing perforation in 50-foot increments, Class A or Class L cement circulation to surface, casing cutoff 3 feet below surface, and full site reclamation. Wells deeper than 1,500 feet require multi-stage plugging with spot plugs at total depth, above cement, across perforated zones, and across casing shoes. Addendum No. 2 adds tank removal, tank bottom inspections, soil contamination removal, flowline handling, and on-site tank removal. TENORM disposal costs are reimbursed by the state plus 10 percent. Contractors must comply with Davis-Bacon prevailing wage requirements and Build America, Buy America standards. Substantial completion is required within 180 calendar days of award, with final completion one year thereafter. Liquidated damages are $200 per calendar day for delays. A bid guarantee of not less than 5 percent of the base bid and 100% Performance and Payment Bonds are required.

The contract is firm fixed-price with lump sum base bid. Evaluation allocates 25 points to technical factors (experience, equipment, work plan, past performance with the Division) and 45 points to cost. The Commonwealth anticipates award by October 14, 2026. Contact Kristi Sharp at 502-330-9858. Online bidding is permitted; paper submissions must be signed by an authorized agent.
