About this file

This is Addendum No. 1 to Invitation to Bid No. RFP-53-27, issued by the Commonwealth of Kentucky Department for Facilities and Support Services, Division of Engineering and Contract Administration, for the Kentucky Abandoned Storage Tank and Orphan Well Reclamation Program (KASTOW) Edmonson 001 project. The addendum, dated September 4, 2026, revises the plugging activities requirements and supersedes previously issued specifications. The key change mandates that all plugging activities must be performed using a service rig and work string of steel tubing for downhole operations; slickline plugging is not acceptable. The revised plugging plan applies to the South-Central Kentucky region, encompassing 24 counties including Edmonson, and establishes distinct procedures based on well depth thresholds.

For wells with a total depth (TD) of 1,500 feet or shallower, the plan requires basic procedures including site preparation, wellhead management, extraction of tubing and rods if present, establishment of TD with rig tools, injection of minimum five barrels of water or 6% gel, casing perforation from 250 feet to 50 feet in 50-foot increments if casing is not cemented or unknown, circulation of Class A, Class L, or Type 1L cement to surface, casing cutoff 3 feet below surface the following day, and full site reclamation. For wells deeper than 1,500 feet, a more complex multi-stage plugging approach is required, including spot plugs at total depth (200 feet), above the top of cement with washout procedures, across perforated zones (50 feet below deepest to 50 feet above shallowest perforation), and across casing shoes (100 feet), with an additional surface cement plug from 250 feet to surface if casing integrity is uncertain. The addendum specifies that 50/50 POZ or latex-laden cement must be substituted in any of these stages if hydrogen sulfide gas is present or detected. All activities require coordination with the Division Inspector and confirmation of landowner access approval.

*PLUGGING ACTIVITIES MUST BE PERFORMED WITH A SERVICE RIG AND WORK

STRING OF STEEL TUBING TO RUN DOWNHOLE. “SLICKLINE” PLUGGING WILL

NOT BE ACCEPTABLE.

SOUTH-CENTRAL KENTUCKY (Adair, Allen, Barren, Breckinridge, Casey, Clinton, Cumberland, Edmonson, Grayson, Green, Hardin, Hart, LaRue, Lincoln, Meade, Metcalfe, Monroe, Pulaski, Rockcastle, Russell, Simpson, Taylor, Warren, Wayne)

Wells with a TD of 1500’ or shallower

• Confer with Division Inspector, assure landowner access is approved

• Construct access road to well

• Dig pit and line with 6 mil liner

• Remove brush from location, rig-up service rig

• Establish wellhead entry if not open casing, or dismantle wellhead if fully equipped

• If tubing & rods remain in well, extract same from the hole and trip out

• Trip in well with rig tools to establish TD and ensure no wellbore obstructions

• Run tubing to TD and pump minimum five barrels of water or 6% gel

• If casing is not cemented or unknown; perforate casing from 250’ to 50’; (50’ increments)

• Circulate Class A, Class L, or Type 1L cement solid to surface (Cement calculation based on hole volume). 50/50 POZ or latex laden cement shall be used if H2S gas is present and/or detected.

• Monitor cement level and top off as needed

• Cut off all casing 3 ft. below surface the next day to ensure no fall back has occurred

• Remove fluids from pit, properly dispose of same, and backfill pit

• Properly grade, stabilize, and fully reclaim wellsite as outlined in Scope of Work

Wells deeper than 1500’

• Confer with Division Inspector, assure landowner access is approved

• Construct access road to well

• Dig pit and line with 6 mil liner

• Remove brush from location, rig-up service rig

• Establish wellhead entry if not open casing, or dismantle wellhead if fully equipped

• If tubing & rods remain in well, extract same from the hole and trip out

• Any free casing (annulus not cemented) shall be removed. If no records are available to determine Top of Cement (TOC), a bond log may be required/ and or perforations

• Trip in well with rig tools to establish TD and ensure no wellbore obstructions

• Run tubing to TD and pump minimum five barrels of water or 6% gel

• Spot 200’ Class A or Class L cement plug at TD. 50/50 POZ or latex laden cement shall be used if H2S gas is present and/or detected.

• Pull up above TOC, wash out, Tag Bottom Plug

• Pump spacer water or 6% gel

• Spot Class A, Class L, or Type 1L cement plug 50’ below deepest perforation to 50’ above shallowest perforation (or production zones if open hole), across any and all perforated (or production zones if open hole) not covered by bottom plug. 50/50 POZ or latex laden cement shall be used if H2S gas is present and/or detected.

• Pump spacer water or 6% gel

• Spot 100’ Class A or Class L cement plug across any casing shoe not covered by production zone plugs. 50/50 POZ or latex laden cement shall be used if H2S gas is present and/or detected.

• Pump spacer water or 6% gel

• If casing is not cemented or unknown; perforate casing from 250’ to 50’; (50’ increments)

• Spot Class A or Class L cement plug from 250' to surface (Cement calculation based on hole volume) to protect and isolate fresh water.
