About this opportunity

Parker Water & Sanitation District (PWSD), a Colorado special district in Douglas County, is requesting proposals for engineering design services on the 30-inch Cherry Creek Parallel Interceptor Project, with proposals due November 13, 2026 and a mandatory pre-proposal conference on October 16, 2026 at 2:00 PM.

The scope encompasses full design services for a 30-inch sewer interceptor pipeline between Mainstreet and the South Water Reclamation Facility sewer collection chamber. Deliverables include project management, review of existing documentation, alternative alignment studies, survey and geotechnical exploration, permitting, environmental surveys, utility documentation and easement acquisition, and preliminary through final design phases. The District anticipates using Design-Bid-Build delivery, with construction engineering services to be addressed under a separate task order following design completion.

Consultant proposals are limited to 12 pages (exclusive of covers, transmittal letter, and appendices) and must include an executive summary, firm background, team qualifications, project approach and schedule, documentation of at least three similar projects completed within the past five years, and contract comments as an appendix. A separate fee proposal must identify all labor hours, expense costs, and hourly billing rates by task. Proposals must remain valid for a minimum of 60 days from receipt.

Evaluation will weight project manager and team qualifications (20 points), completeness and competence of project approach (20 points), cost of services (15 points), applicability of similar projects (15 points), anticipated issues and mitigation strategies (15 points), ability to meet client expectations (10 points), and conformance with RFP instructions (5 points). PWSD may develop a shortlist for interviews. The estimated notice to proceed is December 11, 2026. Contract award is contingent upon successful negotiation of a Professional Services Agreement and formal approval by the PWSD Board of Directors, a process typically requiring two to four weeks.
