The University targets 47.5% combined prime contractor and subcontractor spending with firms certified by the Commonwealth's Department of Small Business and Supplier Diversity (DSBSD). Contractors must submit past Small, Minority Owned (SWAM) history and proposed SWAM plans. The incumbent is Vanguard Cleaning Systems of Hampton Roads, which held SWAM certification at contract award.
The scope covers approximately 1,630,126 square feet across three primary parking garages (Raleigh, Visitor, Staff), Waitzer Hall Garage, five numbered surface lots, green spaces, restrooms, offices, parking booths, break rooms, and a bus stop. Services include daily disinfection and cleaning of high-touch areas, weekly sweeping and pressure washing of all garages and surface lots, restroom sanitation, carpet shampooing, strip-and-wax flooring, and emergency response capabilities including water remediation and snow/ice removal. All areas must meet APPA Level 2 minimum cleanliness standards, verified by third-party quarterly inspections. The contractor must furnish all cleaning supplies, chemicals, equipment, and personal protective equipment, including a ride-on sweeper equivalent to a Tennant Model S30 and a hot-water pressure washer equivalent to a Hotsy 1200 Series 4000PSI. All employees must pass comprehensive background screenings with no felony convictions within the past ten years, be bonded for $50,000, and receive annual Bloodborne Pathogen training. Employee parking costs of $100 per vehicle monthly must be included in pricing.
The current contract value is $312,517.80 annually for FY 2026–2027. The contract runs December 1, 2026, through November 30, 2027, with four optional one-year renewal periods. Evaluation criteria are experience and references (25 points), capability and skill (20 points), approach and methodology (25 points), responsiveness (10 points), costs (15 points), and SWAM participation (5 points). Anticipated award is early to mid-November 2026, with an optional pre-proposal conference on August 26, 2026, at 10:00 AM. Addendum #1 was posted September 18, 2026, addressing operational requirements, staffing, equipment, and pricing methodology.
