About this opportunity
Henry County, Georgia is requesting proposals for groundwater and methane gas monitoring services at two closed municipal solid waste landfills under RFP 27-09, with proposals due September 10, 2026 at 3:00 p.m. via the County's eProcurement Portal. Local vendors receive preference if within 5 percent of the low out-of-county bid for contracts under $100,000.
The scope covers groundwater and surface water sample collection, laboratory testing, statistical analysis, reporting, and methane gas well monitoring at the West Asbury Road Phase II MSWLF and the Old Windy Hill MSWLF. At West Asbury, the contractor must conduct assessment monitoring events annually in February, detection monitoring events annually in August, extent monitoring events every two years during the assessment event, and quarterly methane monitoring. At Old Windy Hill, monthly methane monitoring is required, transitioning to quarterly monitoring once methane is demonstrated to no longer present an environmental threat. All pricing shall be F.O.B. destination, including labor, materials, supplies, equipment, and services necessary to fulfill contract obligations.
The initial contract term is one year from execution, renewable for two additional one-year periods with renewal determinations made 60 days prior to expiration. The contractor must maintain Workers Compensation insurance at Georgia statutory limits, Commercial General Liability of $1,000,000 per occurrence with $2,000,000 aggregate, Automobile Liability of $1,000,000 combined single limit, and Professional Liability of $1,000,000. Compliance with OSHA safety standards, the Georgia Security and Immigration Compliance Act, and the Georgia Drug-free Workplace Act is required.
Cost proposals are weighted at only 5 percent of the evaluation score, with technical qualifications, experience, and methodology comprising the majority of scoring criteria. Clarification requests must be submitted by August 27, 2026, with addenda issued by September 3, 2026. No mandatory pre-proposal conference or site visit is scheduled, though vendors are encouraged to visit the jobsites by contacting the Project Manager. Small businesses, local vendors, veteran-owned businesses, disadvantaged business enterprises, and female-owned businesses are encouraged to participate.
