About this opportunity
The City of Mableton, Georgia is soliciting proposals under RFP 27-08 for employee benefits brokerage and consulting services, with proposals due November 23, 2026 at 10:45 AM EST. The City seeks one firm to provide independent recommendations, transparent compensation, employee support, and expertise serving Georgia local governments. The source names no set-aside or preference program. The RFP was reissued October 26, 2026.
The scope covers potential services for medical, dental, vision, life, accidental death and dismemberment, short-term and long-term disability, pharmacy, employee assistance, wellness, and voluntary benefits, with the final scope reflecting the City's actual programs and approved changes. Core services include routine account management, annual strategy, renewal negotiations, financial reporting, compliance assistance, employee communications, enrollment assistance, claims escalation, and transition activities unless expressly identified as exceptions. Formal actuarial valuations, specialized technology implementation, and expanded on-site staffing are optional, must be separately priced, and require advance written City authorization.
Core brokerage services may be compensated through carrier-paid commissions. Proposers must still complete Attachment B, disclosing all direct and indirect compensation, including contingent commissions, production bonuses, and overrides. Required insurance includes commercial general liability of $1 million per occurrence and $2 million aggregate, professional liability of $2 million per claim, cyber liability of $1 million per claim, and statutory workers compensation.
The City anticipates an initial one-year term with up to four additional one-year renewals, subject to satisfactory performance, negotiated compensation, required approvals, and lawful funding provisions.
Evaluation uses a 100-point scale: public-sector experience (20 points), technical approach and strategy (20), team capacity and service model (15), government-plan compliance and data protection (15), compensation transparency and value (15), implementation and employee support (10), and comparable client references (5).
Proposals must be submitted electronically on a USB flash drive by email or U.S. mail, as searchable, unencrypted PDFs with editable Excel files for pricing and requirements responses. Hand delivery is not accepted. Questions are due November 30, 2026, after the proposal deadline, and the evaluation deadline is December 7, 2026. Interviews or best and final offers may follow at a later date.
