About this opportunity
The City of Albany, Georgia is soliciting competitive sealed proposals under RFP #27-035 from qualified firms to develop and implement a comprehensive hydraulic modeling and system analysis program for its municipal water distribution system. A pre-proposal conference is set for November 5, 2026 at 10:00 a.m., and proposals are due November 23, 2026 at 5:00 p.m. at the City of Albany Procurement Division, 222 Pine Avenue, Suite 260, Albany, GA 31701. The City strongly encourages Small Business firm participation, but the solicitation does not impose a set-aside or preference.
The deliverable is a fully functional, calibrated hydraulic model that integrates with the City's existing ArcGIS system and that City staff can independently operate, maintain, and expand after completion. Required analysis covers pressures, fire flow, storage, pumping, outages, future growth, and capital improvement planning. Deliverables include comprehensive staff training and documentation, the model in both native software format and EPANET-compatible format for portability independent of any single consultant or platform, and identification of GIS discrepancies, missing infrastructure, data corrections, and hydraulic deficiencies with recommended operational or capital improvements. The City requires full ownership of the model, project data, configurations, and all deliverables.
The system comprises approximately 700 miles of water mains, nearly 4,000 fire hydrants, approximately 7,600 valves, 28 groundwater production wells, and 11 elevated storage tanks serving approximately 36,000 customer accounts.
Questions are due November 13, 2026 at 5:00 p.m., with responses issued as written addenda to all potential respondents. The pre-proposal conference offers simultaneous Zoom participation. Procurement Manager Destiny Solomon, Buyer I, can be reached at (229) 302-1458 or dsolomon@albanyqa.gov. The opportunity was posted October 28, 2026.
