The City seeks a multidisciplinary consulting firm to develop a comprehensive, implementable framework addressing environmental sustainability, greenspace preservation, community resilience, and equitable access to parks and natural areas. The scope spans five phases: Project Initiation and Management, Needs Assessment and Existing Conditions, Community Visioning and Engagement, Plan Development and Recommendations, Implementation Roadmap, and Monitoring/Evaluation. The completed plan must include clearly defined goals, policy recommendations, priority projects, implementation strategies, responsible parties, potential funding sources, estimated resource requirements, performance measures, and short-, medium-, and long-term milestones structured for implementation over five to ten years. The consultant must assume 6 to 8 in-person site visit days to facilitate community workshops, stakeholder engagement, and leadership presentations.
The anticipated project duration is six to ten months from notice to proceed. Pricing must be firm fixed fee or not-to-exceed, covering all labor, overhead, profit, travel, meetings, facilitation, supplies, software, and ordinary reimbursable expenses; respondents must provide a labor-hour matrix by task and fully burdened hourly rates for authorized additional services.
Evaluation will be scored on a 100-point scale considering project understanding, firm qualifications, technical approach, community engagement strategy, plan development methodology, implementation roadmap, monitoring framework, project management capability, cost proposal, and references. The City reserves the right to reject any or all proposals, request clarifications, conduct interviews, request best and final offers, and negotiate with the highest-ranked respondent. Final contract award requires Mayor and City Council approval. All project-specific deliverables and data become City property upon payment and acceptance. Respondents must maintain E-Verify participation and provide evidence of commercial general liability, professional liability, and workers' compensation insurance. Proposals must be submitted on USB flash drive in searchable, unencrypted format to the City of Mableton Procurement Division.
