About this opportunity
The City of Commerce, Georgia is requesting proposals for renovation of Ridling Field, a recreational facility at 414 Shankle Heights, Commerce, with sealed proposals due October 23, 2026 at 2:00 p.m. local time and a mandatory pre-bid meeting on October 6, 2026 at 10:30 a.m.
The scope includes construction of a multi-use building housing a concession stand, public restroom facility, and equipment shop; leveling and sodding the playing field with irrigation; constructing concrete walkways, steps, and an ADA-compliant ramp; refurbishing and restriping the north parking lot (approximately 944 square feet); installing perimeter fencing (including a 6-foot tall black chain-link fence); and relocating scoreboards. The project may be funded in whole or in part with Local Maintenance & Improvement Grant (LMIG) funds, requiring compliance with Georgia Department of Transportation Standard Specifications, current ADA guidelines, and Public Right-of-Way Accessibility Guidelines (PROWAG). All work must also satisfy the Illegal Immigration Reform and Enforcement Act of 2011, the Federal Civil Rights Act of 1964, and anti-discrimination provisions.
Contractors bear sole responsibility for developing all plans, drawings, and schematics; the City of Commerce and design firm Hussey Gay Bell will not supply additional drawings beyond those in the RFP packet. Contractors may visit the site during regular business hours to take measurements. Addendum 1, posted September 22, clarifies that contractors must sign and return the addendum with their proposals; failure to do so may render proposals non-responsive.
Pricing shall be submitted as a lump sum for total scope, with optional itemized breakdowns permitted. All costs — labor, materials, travel, shipping, additional materials — must be included in the bid price. A bid bond equal to 5% of the base bid and a performance bond equal to 100% of the contract amount, both issued by a Corporate Surety authorized to do business in Georgia, are required. General liability insurance of at least $1,000,000 per incident and workers' compensation insurance as required by the State of Georgia must be provided before work commences. The contract period shall not exceed 120 days from notice to proceed until completion. Payment follows completion of construction and successful testing of installed products based on actual quantities at unit prices in the contractor's proposal. Questions must be submitted in writing by October 16, 2026 at 2:00 p.m. Sealed proposals cannot be withdrawn for 60 days from submission. The City reserves the right to reject any and all proposals and to award based on complete proposal presentation, understanding of project scope, ability to complete within timeline, quality of previous similar projects, and cost.
