About this opportunity

Travis County Healthcare District d/b/a Central Health is requesting proposals for comprehensive caregiver services across childcare, elder care, pet care, in-home care, tutoring, and backup care for employees and dependents in the Austin area, with proposals due August 5, 2026 at 2:00 p.m. Central Time and a pre-proposal conference on July 13, 2026 at 2:30 p.m. via Microsoft Teams.

Central Health currently contracts with Bright Horizons and anticipates one award with no multiple awards permitted. The contract term is one year with optional renewal for four additional one-year periods. The vendor must implement services by January 1, 2027, achieve annual renewal by April 1, provide multi-year rate guarantees (three years preferred), and observe 120 days written notice for termination.

The vendor must integrate with Central Health's UKG Ready HRIS system and Personify App, deliver weekly electronic eligibility file feeds, demonstrate HIPAA compliance, maintain a care provider network with self-serve capabilities, and provide multi-lingual communication and 24/7 or extended customer service availability. Pricing must be submitted net of commissions on Exhibit B with all administrative costs and fees clearly disclosed. Proposers must include a census spreadsheet (Exhibit A-1), questionnaire workbook (Exhibit A-2), pricing sheet, and mandatory forms acknowledging receipt, HUB certification, conflict of interest, insurance coverage, and business associate agreement compliance.

The evaluation committee will score proposals on seven criteria: Customer Service and Support (20%), Account Management (10%), Access to Care (20%), Utilization Insights & Reporting (10%), Expanded Program Opportunities (10%), Fee Structure (20%), and Implementation Plan (10%), with a possible Demo/Interview component worth 20 points. Questions are due July 20, 2026 at 5:00 p.m., with responses provided by July 27, 2026. Proposals remain good for 90 days from submission. Central Health reserves the right to waive minor irregularities, request best and final offers, and conduct interviews with short-listed finalists. Protests must be submitted in writing within ten calendar days of award notification.
