About this opportunity
DeKalb County School District is requesting proposals for community-based action planning services to support its Student Assignment Project under RFP 26-737, with proposals due June 26, 2026 at 2:00 PM EST and questions due June 16, 2026 at 12:00 PM EST. Addendum No. 1 revised the original RFP in its entirety; offerors must acknowledge receipt of the addendum with their proposal submission.
The scope spans two phases across twelve school clusters. Phase 1 (August–December 2026) addresses overcrowding and program placement in Chamblee, Cross Keys, Dunwoody, Druid Hills, Lakeside, and Tucker clusters; Phase 2 (January–May 2027) focuses on program placement in Towers, Columbia, McNair, Cedar Grove, Martin Luther King Jr., and Miller Grove clusters. The awarded firm must facilitate Community Action Team meetings on a weekly basis across a minimum of six clusters per phase, with anticipated group sizes up to seventy members per cluster. The contractor must provide a minimum of four trained facilitators per meeting with capacity to scale to twenty-four facilitators weekly, collect and synthesize stakeholder feedback, deliver monthly written summary reports, and provide final comprehensive recommendations to the Board of Education. All materials must be translated into the top fifteen languages as directed, and qualified interpreters must be provided for all CAT meetings. The contractor must maintain strict neutrality as a third-party facilitator.
The initial contract term is one year from final execution, with potential for up to four one-year extension options contingent upon DCSD's offer and Board of Education approval. Pricing must cover all labor, materials, tools, equipment, supplies, trained personnel, insurance, travel, per diem, administrative costs, and overhead with no add-on charges permitted. Cost proposals require itemized pricing for Phase I facilitation, Phase II facilitation, monthly project management and reporting, and in-person Board presentations.
Evaluation criteria are weighted as follows: Firm's Overview (20 points), Scope of Services and Methodology (35 points), Firm's Relevant Experience and Expertise (20 points), Professional References (10 points), and Cost Proposal (15 points). The contractor must maintain Commercial General Liability ($1,000,000 per occurrence / $2,000,000 annual aggregate), Professional Liability or Errors & Omissions ($2,000,000), and Commercial Umbrella or Excess Liability ($2,000,000 per claim). An optional pre-proposal conference is scheduled for June 4, 2026 at 11:00 AM via Microsoft Teams. Proposals are submitted electronically at https://dekalbschoolsga.ionwave.net/Login.aspx. A virtual public acknowledgement is scheduled for June 26, 2026 at 3:00 PM EST. Contract approval by the DeKalb County Board of Education is required, and funding must be approved by the Board.
