About this opportunity
Henrico County, Virginia, through its Department of Finance Purchasing Division, is soliciting proposals for a new single-engine, high-wing aircraft for the Division of Police Metro Aviation Unit under RFP #26-3011-10JMH, with proposals due October 30, 2026, at 2:30 p.m. local time via eVA. The successful offeror must be regularly engaged in the sale of aircraft, may not subcontract any portion of the aircraft sale, and the resulting contract is non-assignable.
The specified aircraft is a Cessna Stationair T206H or approved equivalent, with a Lycoming TIO-540 engine, Garmin G1000NXI avionics with synthetic vision, and a coupled-WAAS autopilot. Minimums include a cruise range of at least 700 nautical miles, cruise speed of 150 knots or greater, six-occupant seating, and a useful load of 1,200 pounds or greater. The aircraft must be new, of current production, and fully IFR-certified. Training at no charge includes a minimum of four hours of ground school and one two-hour instructional flight per pilot. Delivery is due within 360 days of award, with the offeror supplying manuals, logbooks, FAA registration, and weight-and-balance documentation.
No contract value is stated. Funds must be secured and earmarked by December 2026, before award, and the contract remains subject to annual appropriations by the Henrico County Board of Supervisors. Pricing is evaluated on total extended price, with the lowest total receiving full points, and cost-plus-percentage contracts are prohibited. Insurance requirements include Commercial General Liability of $1 million per occurrence and $2 million aggregate, Business Automobile Liability of $1 million combined single limit, a $2 million umbrella, and statutory Virginia Workers' Compensation, naming the County of Henrico and Henrico County Public Schools as additional insureds.
Oral interviews are scheduled for November 15, 2026, contract negotiations must conclude by December 1, 2026, and award is anticipated in December 2026. A Questions and Answers document serving as an amendment to the RFP is attached and should be reviewed before submission.
