About this opportunity

Henry County Board of Commissioners is seeking proposals for an annual On-Call Pavement Marking and Striping Services contract (RFP #26-17) to provide comprehensive roadway marking services. The scope includes multiple pavement marking requirements such as waterborne traffic line paint (5-inch and 8-inch solid and skip lines in white and yellow), thermoplastic markings, pavement marking arrows, railroad crossbucks, bicycle lane symbols, word symbols, hatching, pedestrian yield lines, rumble strips, raised pavement markers, and associated removal services. Potential vendors must comply with the Manual on Uniform Traffic Control Devices and furnish all necessary labor, materials, and equipment. Evaluation criteria will assess proposers across four key areas: qualifications and relevant experience (35 points), experience and availability of key staff (20 points), methodology and technical approach (35 points), and cost proposal (10 points), with potential additional points for oral presentations. Critical dates include a December 2, 2025 deadline for clarification questions, an addendum posting by December 9, 2025, and sealed proposal submissions due December 16, 2025, at 3:00 PM through the County's eProcurement Portal or physical delivery to the Purchasing Department.

The contract will have an initial one-year term with two optional one-year renewals contingent on performance and County discretion. Proposing organizations must meet comprehensive insurance requirements, including Workers Compensation at Georgia statutory limits, Commercial General Liability of $1,000,000 per occurrence, Automobile Liability of $1,000,000, and Professional Liability of $1,000,000. Contractors must also comply with the Georgia Security and Immigration Compliance Act, maintain E-Verify authorization, and demonstrate non-discrimination commitments. While no specific small business or disadvantaged enterprise set-asides are mentioned, the procurement process allows for competitive bidding from qualified vendors. The contract is structured as a requirements contract with no guaranteed minimum or maximum quantity, and pricing will be submitted on a unit price basis. The County reserves the right to negotiate fees and scope with the highest-ranked proposer, and if negotiations fail, with the second-ranked proposer. The award recommendation will be made to the Board of Commissioners within 60 days of the proposal opening, with prices expected to remain firm throughout the contract period.
