About this opportunity

The Brazos River Authority (BRA), a political subdivision of the State of Texas, is seeking a professional retirement plan advisor through RFP 26-1376 for comprehensive advisory services for its Employee Retirement Plan. The selected firm will provide critical services including investment policy review, monthly portfolio compliance reviews, annual investment target mix assessments, quarterly performance reporting, investment manager monitoring, asset allocation consulting, and annual presentations to the Retirement Committee. Key qualifications for respondents include a minimum of five years advising public sector retirement plans, experience with at least five similar-sized plans, and staff with a minimum of three years public sector experience. Proposals must be submitted electronically via BidNet Direct, by mail, or hand delivery to the BRA offices at 4600 Cobbs Drive, Waco, Texas 76710, with a strict deadline of 10:00 AM on December 18, 2025. The proposal evaluation will focus on firm stability, regulatory compliance, relevant experience, references, and investment philosophy, with the top three scoring proposers invited to present and interview with the selection committee on January 20, 2026.

The BRA actively encourages submissions from small businesses, minority-owned businesses, women-owned businesses, and historically underutilized businesses. Respondents must maintain professional liability insurance with minimum limits of $1,000,000 per claim and $1,000,000 aggregate, and must acknowledge fiduciary status in writing. The current retirement plan has 313 participants with a market value of approximately $25 million as of March 1, 2025. The contract term will be five years with an optional five-year renewal, potentially extending to a total of ten years. Pricing information should not be included in the initial proposal, as compensation will be negotiated separately with the most highly qualified respondent on a time and materials basis, subject to a mutually agreeable not-to-exceed amount. The BRA reserves the right to award the contract without negotiations, reject any or all proposals, and conduct performance investigations including examination of vendor performance tracking systems and litigation history.
