About this file

This Q&A document pertains to RFP 26-1376, issued by the Brazos River Authority (BRA), a political subdivision of the State of Texas, for retirement plan advisory services. The BRA is soliciting proposals from qualified firms to provide comprehensive advisory services for its Employee Retirement Plan, including investment policy review, monthly portfolio compliance reviews, annual investment target mix assessments, quarterly performance reporting, investment manager monitoring, asset allocation consulting, and annual presentations to the Retirement Committee. The RFP serves a retirement plan with 313 participants and a market value of approximately $25 million as of March 1, 2025. Proposals must be submitted electronically via BidNet Direct, by mail, or hand delivery to BRA offices at 4600 Cobbs Drive, Waco, Texas 76710, with a deadline of 10:00 AM on December 18, 2025. The top three scoring proposers will be invited to present and interview with the selection committee on January 20, 2026. The contract term will be five years with an optional five-year renewal, potentially extending to a total of ten years.

Respondents must meet minimum qualifications including five years of experience advising public sector retirement plans, experience with at least five similar-sized plans, and staff with a minimum of three years of public sector experience. Professional liability insurance with minimum limits of $1,000,000 per claim and $1,000,000 aggregate is required, and respondents must acknowledge fiduciary status in writing. Compensation will be negotiated separately with the most highly qualified respondent on a time and materials basis, subject to a mutually agreeable not-to-exceed amount, and pricing information should not be included in initial proposals. The BRA actively encourages submissions from small businesses, minority-owned businesses, women-owned businesses, and historically underutilized businesses. The BRA reserves the right to award the contract without negotiations, reject any or all proposals, and conduct performance investigations including examination of vendor performance tracking systems and litigation history.
