About this opportunity

The Alamo Area Council of Governments (AACOG) is requesting proposals for fiber optic cabling installation services at Joint Base San Antonio (JBSA)-Lackland in support of the 149th Fighter Wing, with proposals due August 19, 2026, and a mandatory pre-bid site visit on July 22, 2026 at 8:30 a.m. AACOG encourages Historically Underutilized Business (HUB) participation and strives to award at least 10% of total contract value to HUB vendors when practicable.

The scope consists of engineering, furnishing, installing, and testing approximately 15,965 feet of 12-strand single-mode armored shielded fiber optic cable connecting Information Transfer Building 935 to 15 end buildings, along with approximately 360 feet of new 4-inch high-density polyethylene conduit, approximately 980 feet of geotextile fabric innerduct, 15 twelve-port Fiber Optic Distribution Panels, one 288-port FODP, cable racks, splicing equipment, and related infrastructure. Cable must originate from Building 935 across twelve designated routes. All materials and equipment must be new, not refurbished. Work is performed at JBSA-Lackland, Texas during standard working hours Monday–Friday 0730–1630 hours, with potential mission-required work outside normal hours.

Minimum eligibility requires three years of fiber optic cable installation experience, proper Texas business licensing, current EPA Lead-Safe Certification, BICSI certification for at least one crew member, ability to obtain JBSA access, and current insurance coverages. Contractors must furnish performance and payment bonds equal to 100% of task order value. The contract has an initial one-year term with up to four additional one-year renewal options, subject to satisfactory performance, continued need, and funding availability. No minimum or maximum work volume or total value is guaranteed. Work must comply with UFC 3-580-01, BICSI OSP standards, USAISEC criteria, OSHA excavation requirements, and Department of the Air Force standards. AACOG will award one contract based on organizational capacity, demonstrated performance, cost structure, and federal facilities experience. Proposals must use firm-fixed-price format via the provided Cost Breakdown attachment, with all labor, materials, supervision, equipment, testing, documentation, and incidental costs included. Questions are due July 24, 2026, with answers posted by July 29. Site visit requests are due by July 10.
