About this opportunity
The Hinesville Area Metropolitan Planning Organization (HAMPO), in conjunction with the Liberty Consolidated Planning Commission (LCPC), is soliciting professional consulting services through Request for Proposals (RFP 26-01) to provide program administration and technical assistance for the Unified Planning Work Program (UPWP) for Fiscal Year 2027, with options for up to two additional one-year contract extensions. The consultant will augment LCPC staff efforts in administering and performing administrative and technical work tasks associated with HAMPO's metropolitan transportation planning process, including support for the development and update of the Freight Plan and Transportation Improvement Program (TIP), with deliverables governed by the FY 2027 UPWP scope of work and executed through task work orders. Preferred qualifications for the consultant, listed in order of priority, include previous experience working with MPOs in Georgia, previous experience preparing reports required by the Federal Highway Administration (FHWA) and Georgia Department of Transportation (GDOT) from MPOs, and demonstrated qualifications of the project team. Proposals will be evaluated on technical merit and price using weighted criteria: Company/Personnel Experience (25%), Project Understanding/Approach (25%), and Past Performance (25%), for a combined technical score of 75%, with Fee comprising the remaining 25%. The RFP was released on May 7, 2026, with written questions due by 1:00 PM on May 19, 2026, written responses to be provided by 5:00 PM on May 22, 2026, and proposals due by 2:00 PM on May 29, 2026, submitted as six hard copies and one digital copy on a USB drive to Jeff Ricketson, Executive Director, at 100 N. Main Street, Suite 7520 (Room 2100), Hinesville, Georgia 31313. Proposals must remain firm for 60 days following the submission deadline, and the selected consultant must demonstrate insurance coverage including workers' compensation, commercial general liability of at least $1,000,000, automobile liability insurance of at least $1,000,000, and professional liability insurance of at least $1,000,000.
Disadvantaged Business Enterprises (DBEs) and small businesses are encouraged to submit proposals and participate in the work, and proposers must describe their plan for incorporating DBE and/or small business participation. Primary funding for FY 2027 UPWP activities will derive from grants provided by the FHWA and Federal Transit Administration (FTA); however, the specific contract award value or budget range is not specified in the RFP materials. The contract is contingent upon the receipt and availability of ongoing federal funds, and HAMPO reserves the right to terminate or modify the contract if funding is eliminated or decreased. Invoicing and status reports shall be submitted quarterly within 30 days after the end of each respective quarter. No incumbent vendors or existing contractors are referenced in the RFP materials, nor are specific technology integration requirements or existing infrastructure constraints identified.
