About this opportunity

The Alaska Department of Transportation & Public Facilities (DOT&PF) has issued a Request for Proposals (RFP #2526S014) for a comprehensive culinary training program targeting vessel crew members of the Alaska Marine Highway System (AMHS). The procurement seeks a professional services provider to deliver high-quality, in-person culinary training primarily at the AMHS hotel/training vessel in Ketchikan, Alaska, and on vessels during monthly new hire orientations and crew changes. The training will encompass two distinct tracks: one for new hires targeting line or prep cook certification, and another for experienced crew targeting cook certification. Key deliverables include developing custom curricula, training materials, assessment tools, certificates, feedback mechanisms, trainer guides, and progress reports. The training will focus on kitchen basics, cooking skills, plating, portioning, cost control, and waste prevention. Proposals must be received by 2:00 PM Alaska Time on November 3, 2025, with evaluation based on technical merit (500 points), cost (400 points), and a potential 100-point Alaska Offeror Preference. The contract period is anticipated to run from February 1, 2026, to January 31, 2027, with four potential one-year renewal options.

The RFP requires contractors to have a minimum of five years of experience providing culinary art programs, with accreditation from the American Culinary Federation or an equivalent national organization. While no specific set-aside designations are explicitly mentioned, the solicitation allows for instructor rotation, provided all instructors meet the experience requirements specified in RFP Section 1.04 and maintain the same cost structure. The project anticipates training 80 to 100 new hires annually, with approximately 230 total stewards, and training sessions spanning two weeks for each group. The state will provide lodging and meals for the contractor during training periods. The contract will be fixed-price, with monthly payments contingent on approved invoices and progress reports. The total budget cap for the project is set at $1,000,000, funded through state sources. Bidders must complete the Cost Proposal form according to the specified instructions and quantities to be considered responsive.
