About this file

This document is an Amendment Number One (1) to Invitation to Bid (ITB) Number 2526S014 issued by the State of Alaska Department of Transportation & Public Facilities, Statewide Contracting & Procurement. The amendment concerns a Culinary Training for Vessel Crew project, with bids due on November 3, 2025, at 2:00 PM Alaska Time. The amendment provides clarification on two key questions: the number of trainees and training duration, and the potential for instructor rotation. On average, the project involves training 80 to 100 new hires per year, with approximately 230 total stewards, and training sessions spanning 2 weeks for each group, potentially divided into monthly or quarterly periods.

The amendment confirms that the awarded contractor may rotate instructors throughout the project, provided that all instructors meet the prior experience requirements specified in RFP Section 1.04 and are offered at the same costs as submitted on Submittal Form G - Cost Proposal. To be considered responsive, bidders must complete the Cost Proposal form according to the instructions and quantities listed. The document emphasizes that any instructor rotations must maintain the same level of expertise and pricing as originally proposed, ensuring consistent quality and cost-effectiveness for the culinary training program.

Questions and Answers

Question #1:

Can you please confirm the number of new hires and existing stewards you expect to train and the number of weeks you expect the training to span?

Answer #1 These numbers fluctuate, especially for the new hires. On average we bring about 80 to 100 new hire per year. The number of existing Stewards is approximately 230 (this total includes the new hires). Training sessions would span 2 weeks for each group, aligning with the 2-week rotation schedule we have. I expect the training is to be continuous to capture all crew can be divided into monthly or quarterly periods/seasons (i.e. 3 months on 1 month off for the training).

Question #2:

If (Company) were to win the contract we would likely want to rotate instructors over the course of the program. I noticed the RFP was asking for travel expenses for one person (Submittal Form G). Will you consider air travel and per diem for more than one individual over the course of the project or are you interested in only one individual for the length of the project?
