About this opportunity
The San Bernardino County Department of Behavioral Health is requesting proposals for High Fidelity Wraparound (HFW) Services under RFP DBH 25-187, with proposals due October 15, 2026 at 4:00 PM PST and written questions due October 1, 2026 at 12:00 PM PST. A proposers conference was held September 17, 2026.
The scope encompasses team-based, family-centered wraparound services for age-appropriate Medi-Cal beneficiaries, both system-involved and non-system-involved youth, commencing January 1, 2027. Core deliverables include HFW care coordination, family specialist services, peer support, medication support, crisis intervention, and flexible individualized funding. Providers must deliver services across six geographic target areas in San Bernardino County and maintain 24/7 Family Urgent Response System (FURS) response capacity on a rotating basis. Separately claimable services include Specialty Mental Health Services, First Urgent Response Services assessment and crisis intervention, and crisis services outside the HFW team. Required staffing includes HFW Facilitators (1:10 client ratio), Family Specialists (1:10), Caregiver/Parent Partners (1:10), HFW Supervisors/Managers (1:40), Clinical Supervisors (1:80), Fidelity Coaches (1:40), and Community Developers (1:80).
Proposers must either hold current UC Davis High Fidelity Wraparound Provider Certification or demonstrate substantial progress toward certification by contract start. Current or obtainable Medi-Cal certification is required. No unsatisfactory performance with government agencies in the preceding 24 months is permitted. Registration in the County's ePro electronic procurement system is mandatory.
The five-year contract term (January 1, 2027 through December 31, 2031) carries a total value of $541.5 million, or approximately $108.3 million annually. The monthly HFW bundled rate is $4,290 per participant with an expected eight-month episode length. Funding sources include Medi-Cal (95% anticipated) and Behavioral Health Services Act Full Service Partnership funds; non-Medi-Cal sources fund up to 5% of services to uninsured or underinsured participants.
A 5% local-vendor preference applies to vendors whose principal place of business is located within San Bernardino County. Evaluation is on a best-value basis with Program Component weighted at 65% and Fiscal Component at 35%. Required insurance includes Workers Compensation ($250,000), General Liability ($1,000,000/$2,000,000), Automobile Liability ($1,000,000/$2,000,000), Cyber Liability ($1,000,000/$2,000,000), Professional Liability ($1,000,000/$2,000,000), and Abuse/Molestation ($1,000,000/$2,000,000). The San Bernardino County Board of Supervisors retains final award approval authority.
