About this opportunity
The Town of Longboat Key is soliciting proposals through Request for Proposal (RFP) 25-115 for comprehensive drainage improvements design and permitting services in the Longboat Key Village Phase 1 neighborhood. The project specifically targets a known problem area susceptible to sea level rise, king tide flooding, and standing water during high tide and rainfall events. Targeted streets include Longboat Drive E, Fox Street, Russell Street, Basyside Drive, Broadway, and Lois Avenue. The procurement will follow Section 287.055, F.S. (Consultants Competitive Negotiation Act) and federal procurement regulations under Code of Federal Regulations Part 200, ensuring compliance for potential FEMA Public Assistance Program reimbursement. A Professional Services Selection Committee will review qualifications of proposers meeting minimum requirements, with proposals due by September 12, 2025. Proposers must be licensed and qualified engineering or design firms with expertise in municipal drainage infrastructure and flood mitigation strategies.
The solicitation appears to be open to all qualified professional services firms without specific set-aside designations for disadvantaged enterprises. The procurement process will be conducted through a qualifications-based selection method, emphasizing technical capabilities and professional expertise rather than lowest cost. While specific budget ranges are not disclosed in the provided documentation, the project's federal grant alignment suggests potential funding mechanisms through FEMA assistance programs. The comprehensive scope suggests a potentially significant investment in infrastructure resilience, focusing on addressing critical drainage challenges in the Longboat Key Village area. Prospective respondents should carefully review the full RFP documentation to understand the detailed technical requirements, submission guidelines, and evaluation criteria for this complex municipal infrastructure design and permitting project.
