About this opportunity

Orange County, Florida is seeking a qualified golf operator through RFP #25-006 to lease and operate the Forest Lake Golf Club, a 229-acre municipal golf facility located on sandy ridges with pristine natural features. The procurement aims to secure a tenant capable of operating, maintaining, and marketing the entire golf complex, which includes an 18-hole championship golf course, driving range, practice greens, maintenance facility, cart barn, clubhouse, golf shop, restaurant, and related facilities. The city is specifically seeking operators who can not only manage the existing infrastructure but also enhance course conditions and develop the facility as a community venue with expanded revenue opportunities. The solicitation is open to individual operators, joint ventures, and firms demonstrating comprehensive golf management capabilities. The proposal is due on August 5, 2025, with a mandatory pre-proposal conference already conducted, as evidenced by the sign-in sheet in the attached documents. Multiple addenda have been issued, indicating potential clarifications or modifications to the original request, and interested parties can review virtual meeting information and supplemental documentation like financial flows and internal audit materials.

The RFP does not explicitly mention specific set-aside designations or restrictions for disadvantaged business enterprises based on the provided information. While financial documentation such as the "FLGC Flows 2022-2024" spreadsheet and an internal audit policy are included, specific budget ranges or award values are not immediately apparent from the available documents. The procurement appears to be structured as a lease agreement where the selected operator will be responsible for generating revenue and maintaining the facility, rather than a traditional fixed-price contract. The city's evaluation will likely focus on the proposer's qualifications, experience in golf course management, proposed improvements, and potential to generate community and financial value. The selection process involves an evaluation committee, with notices of closed and upcoming committee meetings included in the attachments, suggesting a structured and transparent selection methodology.

Opportunity text

Forest Lake Golf Club originally opened in early 1995, Forest Lake encompasses 229 acres of Florida's sandy ridges. The superb sandy loam soils provide for drainage, a wide variety of trees, and pristine natural ponds. This is one of the few Florida golf venues operating as a standalone course not associated with a resort or housing. The purpose of this RFP is to secure a lease agreement with a qualified golf operator as the new tenant (the "Proposer" or "Respondent" or "Firm") to operate, maintain, and market the city's municipal golf course and related facilities known as Forest Lake Golf Club, which is comprised of an 18-hole championship golf course, driving range, practice green(s), maintenance facility and cart barn, clubhouse, golf shop, restaurant, and other related facilities and improvements, all as further specified and designated by the City, in the City's sole discretion. The City is seeking individual operators, joint ventures, or firms who are not just interested in operating and maintaining the golf course, but also to see the benefits of enhancing the current course condition and clubhouse facilities that will provide the opportunity to create a community venue platform, utilize for events and expand long-term revenue opportunities.
