About this opportunity
The University at Buffalo is seeking proposals for a Healthcare Education Management System through RFP #24NEA0191, targeting the Jacobs School of Medicine and Biomedical Science's administrative operations. The comprehensive system must support multiple critical functions including distributing program evaluations, maintaining anonymity in feedback processes, tracking student clinical experiences, managing course schedules, and facilitating curriculum management. Specific technical requirements mandate that all data and implementation services must be stored within continental United States datacenters, and the system must support Shibboleth or Active Directory Federated Services authentication without caching credentials. The university requires the system to enable robust reporting capabilities, support LCME accreditation documentation, potentially integrate with existing MedHub software, and provide capabilities for scheduling, grade tracking, curriculum mapping, and generating comprehensive student performance reports. The proposal submission is due on April 10, 2025, at 2:30 PM EST, with an anticipated five-year contract term. Evaluation will involve a 100-point scoring methodology, with 70 points allocated to technical proposal components (60 points for technical response and 10 points for vendor proof of concept) and 30 points for total solution pricing.
The procurement opportunity includes specific subcontracting goals for minority and women-owned businesses, with a 17.9% Minority Owned and 12.1% Women Owned sub-contracting target. There is no Service-Disabled Veteran-Owned business set-aside for this contract. The RFP indicates MedHub as a business entity that has been awarded an identical or substantially similar procurement contract within the past five years, suggesting potential integration requirements with this existing system. While no specific budget range is explicitly stated, the comprehensive nature of the requested Healthcare Education Management System implies a significant technological investment. The procurement is open to business entities across all New York State counties, with the primary location being the University at Buffalo's downtown campus. Vendors must demonstrate compliance with New York State Finance Law, provide comprehensive insurance coverage, and meet specific technology accessibility standards to be considered for the contract.
