About this opportunity
The California Coastal Commission (CCC) is seeking proposals for a marketing campaign service to promote the Whale Tail License Plate and the Protect Our Coast and Oceans (POCO) Fund through Request for Proposal (RFP) 23-04. The selected vendor will be responsible for developing and implementing year-round marketing and public awareness campaigns for these two programs over a two-year contract period, with an optional one-year extension. The key objectives are to increase annual Whale Tail license plate sales by 20% and POCO Fund donations by 20%. The total estimated budget for the initial two-year contract term is $330,000, with $100,000 allocated for Whale Tail marketing and $65,000 for POCO Fund marketing per year. Proposals are due by May 21, 2024, and the CCC plans to award the contract by June 10, 2024, with a proposed start date of July 1, 2024.
The CCC will consider preferences for small businesses and those participating in the Target Area Contract Preference Act program. The incumbent vendor is Loma Media, and the selected vendor will be expected to create original creative content for the campaign. While the RFP does not have a page limit for proposals, the deadline is firm, and no extensions will be granted. The State of California can do business with vendors located in other states, but payments cannot be made in Canadian currency or checks sent to Canadian addresses.
