About this opportunity
The Alaska Department of Corrections, Division of Health and Rehabilitation Services, is soliciting proposals for Substance Use Disorder (SUD) Treatment Services at Wildwood Correctional Center in Kenai with proposals due August 28, 2026 at 2:00 p.m. AST (Amendment #3). Offerors must hold a Department Approval Certificate from the Department of Health, Division of Behavioral Health — a mandatory eligibility filter — and all staff must hold full approval or provisional Qualified Addiction Professional (QAP) designations. Registration with Allan Oyao at allan.oyao@alaska.gov or (907) 269-5910 is required upon downloading RFP documents; failure to register may render proposals non-responsive.
The scope encompasses comprehensive SUD services including screenings, assessments, brief interventions, Residential Substance Abuse Treatment (RSAT) at ASAM Level 3.5 with 24-person capacity over 26 weeks, and Psycho-Educational programming serving 30 individuals over 6 weeks. The contractor must staff up to four FTEs: one coordinator, two RSAT counselors, and one Psych-Ed counselor. The contractor bears all administrative support, office supplies, curriculum materials, and operational costs. Compliance with HIPAA, 42 CFR Part 2, background investigations, and security procedures is required; records must be retained for three years following final payment.
The contract is firm fixed-price with a department-established budget subject to legislative appropriation. The initial term runs July 1, 2026 through June 30, 2027, with one optional renewal year through June 30, 2028. The contract start date is September 1, 2026. Monthly invoices, itemized by FTE and program, are due by the last day of the following month; the state pays within 30 days and earns a 5% discount for payment within 15 business days. Questions are due July 27, 2026. The department conducts monthly performance reviews, up to two annual audits, and at least one annual site visit. Amendment #4 (August 17, 2026) clarifies that Department of Health approval may begin during the proposal period; offerors should contact the Division of Behavioral Health directly to initiate that process.
