The Alaska Department of Corrections is soliciting proposals for Adult Basic Education (ABE) Instructor services under RFP #2027-2000-0012, with proposals due August 13, 2026 at 2:00 PM Alaska Time. Three separate awards are anticipated across three correctional facilities, and an Alaska Bidder Preference of 10% applies to offerors holding a valid Alaska business license prior to the proposal deadline.

The scope spans instruction in foundational literacy, mathematics, and GED preparation at three locations: Anchorage Correctional Center (eight hours per week, 384 hours annually); Fairbanks Correctional Center (eight hours per week, 384 hours annually); and Anvil Mountain Correctional Center (six hours per week, 288 hours annually). Instruction will be delivered through one-on-one and small group sessions supplemented by the Essential Education learning management system. Up to 20 percent of contracted hours may be allocated to administrative duties including data entry and lesson planning. Instructional hours are limited to 8:00 AM to 5:30 PM Monday through Saturday; no instruction occurs on Sundays or state/federal holidays.

The Department has budgeted $21,120 for Awards #1 and #2 and $22,104 for Award #3; proposals exceeding these amounts are non-responsive. This is a firm fixed-price contract with the term running approximately September 1, 2026 through June 30, 2027, with one optional renewal through August 31, 2028. Payment is made upon invoice approval within 30 days.

Minimum qualifications require a Bachelor's Degree or completion of three college-level math credits, one year of tutoring and teaching experience, TABE 11/12 certification (required within 30 days of award), resumes, references, and customer reference lists. All personnel must pass Department of Corrections background investigations and security clearances prior to beginning work. No subcontractors or joint ventures are permitted.

Evaluation weighs experience and qualifications (20%), understanding of the project (20%), methodology (5%), management plan (5%), cost (40%), and Alaska Offeror Preference (10%), totaling 1,000 points. Offerors must register with Benjamin Baker at benjamin.baker@alaska.gov to receive amendments and be added to the vendor list.
