About this opportunity

The Alaska Department of Health, Division of Behavioral Health, is soliciting proposals for a secure Software as a Service (SaaS) solution to support statewide collection, management, quality review, and reporting of Substance Abuse and Mental Health Services Administration (SAMHSA) Unified Performance Reporting Tool (SUPRT) data, with proposals due August 11, 2026 at 5:00 PM Alaska Time and questions due July 31, 2026.

Alaska Bidder Preference (5%), Alaska Veteran Preference (5%, not to exceed $5,000), and Alaska Military Skills Program Preference (2%, not to exceed $5,000) apply; the state also offers Alaska Offeror Preference of 10% of total available points (100 points).

The scope requires a HIPAA-compliant online portal enabling subrecipient grantees to collect baseline assessments, six-month reassessments, annual follow-ups, and close-out assessments aligned with SAMHSA SUPRT specifications; the system must support batch upload to SAMHSA's Performance Accountability and Reporting System (SPARS) with monthly SLA performance reporting. Key deliverables span five years: one-time HIPAA Security Assessment and Authority to Operate (ATO) completion, 24/7 platform hosting (except scheduled maintenance on 15 days' notice), data management and formatting, ongoing maintenance and licensing, report development for batch upload feedback, compliance and quality-review reporting, and technical assistance including resource website and training. The contractor must comply with 34 mandatory DOH IT technical requirements for SaaS solutions, including FedRAMP-compliant cloud hosting, WCAG 2.1 Level AA accessibility, encryption of data in-transit and at-rest, comprehensive audit logging, secure systems development lifecycle, integration with DOH's Identity Management Service and Master Client Index, and continuous backup with geographic redundancy. All work must be performed in the United States. The contractor must execute a HIPAA Business Associate Agreement (BAA), complete a full security assessment, and achieve operational status within three months of contract award.

The estimated total contract value is up to $1.25 million over approximately five years (one initial one-year term plus four optional one-year renewals at the state's sole discretion). This is a firm fixed-price contract with payment via invoice and progress report approval; any single payment of $1 million or higher must be accepted via Electronic Funds Transfer. Proposals exceeding the $1.25 million budget threshold are potentially deemed non-responsive. Anticipated notice of intent to award is September 1, 2026, with contract start September 15, 2026. Award is contingent on legislative appropriations and federal funding availability. Proposals remain valid for 90 days. The Procurement Officer is Annalisa Haynie (annalisa.haynie@alaska.gov).
